A demand that he can comply with is turn around and go back from where you came from if he does not comply i can still blow him out the water.

There are many demands i can make that do not require cargo or credits and they can all have the same outcome ( blue message ) i can demand he sit there and rp with me and i will give him safe passage for example.
The phantoms ID (and the noms and das wilde) all have specific exemptions in their ID's that allow them to attack transports without demands.
Also, another exemption for the rule is to collect a bounty.
That being said, a demand is a demand is a demand is a demand is piracy is piracy.

I will consider what you said. It will probably result in the ID being more complex, confusing and restrictive. Thank you very much.
This was just to clarify and clear the air i may seem aggressive but i was just trying to prove a point worth looking at to prevent any possible sanctions i was on the BDS skype and they agreed that it was not covered and was open to debate.

No, inrp demands will not be allowed for Hogosha in Kusari house space. Basically no piracy-like activities will be allowed. That means nothing that results in a Hogosha shooting a trader. Nothing.
