It's typical that the day after I decide to contact you about your request, having waited for over a fortnight for any change in the interstellar law, it changes. And it's a big change, wouldn't you agree?
I can't say that I'm happy with it, as it has plunged this department's future into doubt.
We were going to charge four million credits per weapon, as well as proof that you were accepted on to our bounty board. This would make the credit total sixteen million credits. This is the standard price per unit. The premium price is rather for those whose circumstances preclude them from assisting the Republic of Liberty in any direct way, and you obviously don't fit this category.
Of course, with the changes in interstellar policy and this department in flux, you are not actually obliged to contact us and gain our permission anymore. Apart from the loss of control over our own equipment, this has put the jobs of myself and my colleagues at risk.
If I were you, I'd wait until Sirius has settled down and the smoke cleared before continuing with this request... but that's only a recommendation.

I've also heard that anyone who doesn't have their equipment properly registered is also liable to be fired upon, which always ruins my day whenever it happens. Either way, even if that weren't a possibility, I'd still much rather have Liberty's approval before I go about using their equipment, even if I'm not technically required to do so. It just makes things much cleaner, especially if someone does go around asking questions. I'd rather not be seen as a thief.
In any case, I will register with the bounty board soon. If you still wish for me to send you the sixteen million credits for these weapons, then I will be happy to do so.
That's a true enough point, though it's probably shooting myself in the foot to say that it is time consuming and hazardous to enforce a law based on a list that is long and cannot be brought up instantly. Regardless, you are correct, without these permissions, you are liable to get shot, so I commend you for taking this option regardless of the freedoms now currently available.
If you wish for the weapons immediately, then please send the sixteen million credits to Ferris.Dufresne who is my colleague at the Central Liberty Internal Treasury. Show evidence of the transfer here, and I will confirm your purchase and the permissions to be added to our list.
Alternatively, you could establish a good reputation on our bounty board and get them cheaper or even for free if you are particularly successful and/or deadly to our enemies.
Regardless, the choice is yours.

The mandalorian mercenaries have a very good reputation in the Republic of Liberty. Not once have I had information passed on to me that the MM~ have violated laws or done something else questionable.

Today we organized some "raids", against Rheinland forces, and against Liberty's inner enemies, like the Hellfire Legion and the Xenos (in assistance to LPI and LSF forces). A severe looking, hawklike young man sits in front of a small desk. His elbows are braced on the edge of the desk and his fingers are steepled. To his left there is a small glass of water, and behind him is a wide viewport overlooking the Curacao planetary ocean. He looks just past the camera's focus, as if to confirm normal operation, then focuses his attention to the video feed.
Greetings, receiving officer or officers. My name is Nathaniel, and I represent a small group of trader vessels that are loosely affiliated with OS&C and Universal Shipping, named Push Industries. I shall get right to the point - recently our vessels traveling through Liberty and Bretonian space have come under repeated attack from pirate vessels. These brigands were from factions as diverse as simple Rogues to Hispanian Corsairs, and almost everyone in between. Most of these pirates flew heavy bombers, gunships, and there was even the one incident with a Scylla cruiser just outside the California jump gate in Manhattan. Any attempts we make at running fighter escort have met with either the unfortunate escort's destruction, or the damaging and loss of one or more of our transports before the enemy can be driven away or destroyed. Being smaller time traders, we cannot absorb losses like this repeatedly...
Therefore, in order to safeguard our cargo and our credits, we intend to pay, with the Navy's permission, top rate for an older Type-23 Liberty Gunship that awaits decommission or scrapping at the Norfolk shipyards. Obviously we do not expect them to retain their overtly military and/or classified Navy technology on-board, perhaps excepting their signature forward cannon, and are prepared to compensate the shipyard (and you) for the costs of refitting them appropiately. At the present, the number of gunships we are interested in is limited to two vessels, one to be acquired immediately and permission to use a second at a future date, and ask only that their forward cannons and shields be intact.

It is our opinion that these vessels suit our needs best, after careful research, due to the sleeker hull design of the ship, generous cargo hold, and the location and coverage of its turret mounts. We also did not want to be seen as affiliated with the Bounty Hunters Guild, as would be the case with their Bottlenose and Orca gunships, nor did we wish to utilize the more neutral but inadequate Zoner Conference gunship, as that vessel was designed for exploration, not defense.
To the topic of trust - none of our fleet members have ever been affiliated with any pirate organization in or around Liberty space, and we each hold good standings with either Spa and Cruise or Universal Shipping, as well as other Libertonian corporations. These ships would be put to good use defending their vessels as well, after all, and can also assist Police and Naval forces in repelling pirate attacks, since if they are present, they are likely escorting one or more of our transports, and it will be under attack.

Our travels often take us within Liberty space proper, and since as stated combat involvement there usually means getting attacked by house pirates, we would of course be assisting Liberty in destroying those that cling to its underbelly. We also, as a result of travels in Bretonia, sometimes encounter and come to blows with forces of the Gallian Navy. As they are also enemies of Liberty, having the firepower to engage their lighter patrols will aid the war effort for both nations.

I'm entirely happy with the Mandalorian Mercenaries using Liberty Military equipment, and ships of Gunboat class and below, at their own discretion. This formal notice is well overdue, but I believe you asked and were given confirmation of this stance privately.

While your reasons would be satisfactory for some weapons or perhaps a fighter, I do not see the reason that it would satisfy the need for a Gunboat. You will need to back up your claims that we fight the same fight by presenting hard evidence of you doing so, either directly or through our bounty board. For the latter, you would have to register with them first.

Aside from the small error in your formal application, that being the callsign of the ship in question - you should have just put the name it would appear as, rather than the name it would have been before it becomes a gunboat - I see no problem with your request. You've clearly presented your reasoning and obviously put some thought into your application.
I would however like to say that, for reasons unknown to me, the Liberty Gunboat's turret arcs have been restricted from their previous generous coverage since the time of your application. If you are still interested, then please confirm that.
Since the new Sirius laws only allow scope for us to control our equipment by direct enforcement on the part of our armed forces, our control has been lessened. However, my department is fortunately not being liquidated, as we have come to a solution in this regard.
The request of two gunboats, one now and one later, is a little much for the Republic of Liberty to commit to. Because of this, we will only grant one with the forward gun for now, but once you have proven its usefulness, both to yourself and to us, we will consider releasing a second one into your care.
