Personally I think that now cruisers battle razors are utterly useless now being class 7. Like, with my cerberus turrets, apart from the fact that they double my total dps. can easly kill bombers and even fighters, being able to fire in every second, the chances are high to kill a target with only a salvo of shots, and 2 cerbs = 1 razor shot.
Well true, cerbs can be a used as anti-snub weapon, but keep in mind that they still cannot fill in the role of effective anti-bomber weapon, because you need 4 of them to insta a bomber [maybe 3 vs light ones] - and no cruiser has all its heavy hardpoints at 360 degree arc. It's usually 2 forward only, 2 at 360.

Anything you can kill with 3 razors can be killed by 3 cerbs in half the time
With 3 cerbs, you cannot kill: Eclipse, Waran, Nanda Devi, Challenger, Fafnir, Barghest, Werewolf, Recycler, Spatial, Mjolnir [with one insta-shot that is]. All of them except Werewolf can mount snac/nova.
Again, 3 cerbs is not a solution to the problem, because only the cruisers with 4 heavy hardpoints can mount them.
The point here is, that all light and some medium cruisers are forced to have a considerable weakness against either bombers, or everything else.
Option 1 IMO. More heavy turrets is a no go in my book. I like the turret split as it is, and the razor needs to be a class 6 gun to justify putting it on your ship. 2/3 damage seems great, as you can insta-kill most smaller adversaries, but it still cost you energy so you can't just spam away.

instakill is a different problem. You can mount 3 razors and instakill now. The difference is with NOT instakilling, at which point the 2x damage per second benefit from cerbs is superior.
That's the point: if you are worried about rapidly killing a small craft then you haven't fixed that problem, and if you are trying to fix instakill then you haven't fixed that problem either. So what exactly was the purpose of making this change?
