It looks like a comprehensive design job.
But it solves a problem that doesn't exist. Liberty and Kusari had light cruisers with very limited roles, so both of those houses needed a heavy cruiser to round out their fleets. Rheinland's cruiser is a medium cruiser with lots of heavy turrets and big core, so it is already able to fill the heavy and light roles depending on equippment. From a 'need' perspective, Bretonia needs a carrier first.
Having said that, I agree with kikatsu that this looks better than the vanilla thing. The shape is awkward to fly and the hardpoints are terrible, and this looks like it would be better on both those points.
Front cannons are typically 900m/s ones. Not entirely sure which niche this ship will fill though. Rheinland already has a pretty heavy cruiser that can fire 4 heavy turrets forward. Adding a battlecruiser might be overkill.

The RM cruiser, the powerhouse that it is, is outclassed by the LABC - necessitating overkill in the form of two cruisers or a bomber/snub/gunboat swarm to fight. Adding an equivalent BC should fill that niche along with a bunch of other potential benefits of:
-Having an additional money sink for us RM capwhores to invest into
-Allowing some BS pilots to "downgrade" as well as cruiser pilots to "upgrade" to the BC, which would make things easier for LN gunboat/snub/bomber pilots (since BC's are easier to take down in smaller craft than cruisers/battleships are due to maneuverability and shield strength respectively)
-Giving Hessian/Corsair players an additional fun model to shoot at
