I understand completely your points and I would not intend to violate any laws of Bretonia or Liberty or any clauses of the Curacao treaty. I will adhere to those laws to avoid any ramifications on my behalf.

Due to the current status of our law; that is, they are all illegal within the space in which we enforce our laws, I would not start construction of that base if I were you. However, it is the policy of our navy not to remove bases that are in the periphery unless there is good cause to do so. Of course, I would never advocate, nor take responsibility for, telling you to break the law as it is written.

We in government are working on legislation regarding base construction and zoning. If you want to know what you're getting into before you make a commitment, I would suggest holding off on the construction of that base.
