Lane Hackers.
Corsairs.
Both have the tech and the industry.
And the "advantages" pirates have over lawfuls are in your head.

Lane Hackers, perhaps, though they wouldn't be able to mass produce it in any meaningful manner as they are a fairly small group, do they even have any real production facilities? (in vanilla, not in the silly bloated Discoverse)

The Corsairs? I doubt it. The Corsairs really shouldn't have caps as it is.

As for those advantages? They are clearly there. Military roleplay, aside from intelligence factions, is fairly stoic, there's not too much you can do to spice it up. Whereas with pirates there's a lot more you can do with them, they're also not constricted to a few systems as military ships are as well, their ships/weapons are, oddly enough, equal or sometimes better than lawful counterparts, allowing them to openly fight a nation's naval force fairly competently.

A lot of what you're describing isn't the fault of mechanics, save for the weapons. For the state of military roleplay - that's due to the fact that the server's progression is at the mercy of the all-mighty, omnipotent development team. That's no reason to nerf pirates.

As for your gripe about the weapons, having been on both sides of the fence, I've hardly seen how a slight difference in the stats of weapons was actually something to complain about. Fighting a Sabre with Krakens simply meant I had to fly a little different, it didn't mean I starting whining about balance.

Anyway. Cloaking is fine. I haven't seen any issues with it in my experiences with it.

PS: Though I do agree that pirates shouldn't be able to take on a House navy anyway, save for MAYBE the Corsairs. (And that's a big maybe). I still see it as no reason to bring rules restrictions into play regarding cloaks.

There are vanilla infocards and rumours stating how the Sair's are some of the best ship engineers in all of Sirius, rivaling Kishiro in that respect.
EDIT: I tried to find them for you, but http://wolfspirit.freeweb.hu/rumors/rumors.html is down.
Sux.

Umm, are you aware what's the actual cost in credits and time of building a base that can produce a cloak? And the tech itself? Do you think there are pirate factions that can rival any mining or trading faction in terms of actual ingame building capacity?

Those toys aren't like a CAU8 that you go back and forth or shoot rocks while watching youtube, and dang, you bought one. It takes a huge team effort to build a base that's not blown away by the first passing winds. "Mass production" is a word I would avoid.

Leave those cloaks be. We can let a few blue messages go for the fun of constructable super-expensive toys. And we can't expect that only us, and not our enemies will have them. Dun' like pirates? Go make a jumping Battleship or so.

Not talking about in-game mechanics here, I'm talking about in roleplay.

And I actually have a fair bit more pirate/unlawful ships than I do military ships, kthnx. It's not like I harbor some sort of resentment for them just because I'd want for them to actually be sensible in roleplay and in gameplay.

You do understand, right, that with the introduction of cloaks in-game it also represents a step forward lore wise? Cloaks are no longer as mystical/un-attainable as they once were in past FL lore. It is a technological advance that has spread all over Sirius.

^ I contest that statement. Nobody will ever produce so many cloaks. The pirates, who have cloaks right now are whether part of a faction or got really lucky getting their hands on one.
