Well, truth be told, I'm not sure that's realistic for a full release. Maybe a player beta. There's just too much to do and not enough people doing it, really.

It's much more efficient to ask and get a qualified answer from someone who knows what he's talking about thn to go through 52 pages and try to get an impression what needs to be done base on from what is posted there about what has just been done.
To be precise, there's a lot of work to be done for those with the skillset/knowledge to tackle them.
This partially attributable to lack of delegation stemming from the desire to maintain quality control, but mostly because people need to learn to do more things before they are able to contribute in a greater capacity. Unfortunately, the lead Devs don't really have the time to walk every aspiring Dev through what they want to do.
From what I am guessing you need:
-system designers to improve jumphole layout
-bar character/infocard writers to add RP depth and atmoshpere to the systems
-flhook plugin designers to improve some of the existing stuff, like the ramming damage, possibly player docking (havent tried that in a while)

I think in terms of ship designers, it seems there are plenty of great models already. Judging form my perspective, the greatest weakness of the mod lies with system layout and lack of propper depth due to copy-pasted bar chars. And the IDs could use some improvement too like... take out the "jokes" that dont really help with RP depth either.

1) Moving jump holes is easy. I would do that if I had the time (which I don't currently). Complete redesigns are a bigger task. Aeternus and Cannon are in charge of this area and one of them would have to specify what's needed.
2) Yeah, there are whole bases/systems missing unique rumours in bars. The Infocard team will take on writers provided that the applicant can write relevant material, and of suitable quality. Xoria is Infocard lead, but also Economy lead, so we don't see him too much. Currently Prysin and I are re-writing rumours for Sigma-13 between us.
3) To do FLHook, you need to know C++. I have no idea what the priorities are there. Cannon is in charge and pretty much the sole FLHook'er on the Mod team.
Here's a (complete nonsense) rumor or two to chomp on!
When 4.87 comes out, trading will be an actively changing system. Meaning one must always keep an eye on the trading system as it could change at the drop of a hat! Makes it more challenging for Traders AND Pirates alike!
Tonnes of new spaceships will be added with hundreds of new and useful guns and missiles,
