And both of these faction can claim turf-ownership (and therefore apply their regulations there) on independent systems.

The Rogues could have RPed the Outcasts as their best friends and looked up to them and their fancy capital fleet, but the LR- and Moka have decided to own their turf (as the largest unlawful group in Liberty) and let the Outcasts do their thing elsewhere. The Rogues sell the cardamine in Liberty, not the Outcasts, although you have decided to do so. If you want to come and 'sell Cardamine cocktails' then you could have done so in a Liner as suggested, no matter what you say about a Sarissa "being a better bar" than a smaller ship.
Regardless of what you think of the RP, they are allowed to make their own laws, and the Rogue ID allows them to engage you as a pirate/terrorist in Liberty and its bordering systems.

IMG bounties Outcasts in the Taus, where the main war happens, and where they come to spread Cardamine and pirate - that is, Magellan and Coronado.

P.S.And first start shot reaver,which is..emm..anyway,doesnt matter,how calling people which have Merc ID and playing such as terrorists. Even LR talk near 30 min with me,but Reavers coming and shooting. such pathetic role...

Yes LR- would be fine with, infact probably welcome you selling Cardamine and the assiociated RP if you just weren't doing it in a Capital ship. So I'd personally suggest you'd just use another ship.

A liner would be good or perhaps you could use a Democratis or something similiar? I don't know if that would have to be a SRP request but I expect that would be fine. A luxury yaught owned by Outcasts selling Cardamine with it's luxury bar seems to fit what your wanting perfectly from what I see.

Take note that our ID states that Liberty and its bordering systems are a part of our ZoI. Other reasons why it makes sense for LR to lay claim to Magellan have already been stated.

It's already been role played that LR doesn't like OC warships muscling on their turf. We'll ask you to leave and escort you out, if you refuse, we'll kill you. We're dependent on a steady flow from actual suppliers who would be flying transports. Not a giant warship that is most definitely not designed for trade, let alone smuggling, which requires a certain amount of stealth, something you won't get from a battleship. If you want to smuggle cardamine, do it in a transport or a freighter like everyone else and we won't bother you at all.

It's not whether LR controls them or not, it's whether LR has influence and enforces their rules there or not. The only system you could really claim that LR "controls" is Cassini. That doesn't mean that's the only system we're justified in kicking you out of though.
By your logic that because LR has no base in Magellan they also have no control, LR should also not be able to pirate in Texas.
