It breaks the combat balance for... non-combat ships? Unless you are campaigning for NPC rights, you can stop any "unfair" tech combos with a sanction for breaking the Recruit no-engagement line, or refuse to fight them in Connecticut if you don't want to.
I don't think this was done to keep players from abusing it.
It is more to show they aren't yet flying something they should for the rest of their flight time, hence the nerf.
Repping with a 56% fighter is easy enough still just need to dodge for a while to regen the core but not like the NPCs have that good of a aim if you keep moving.
And you can also ask someone who already has the faction ID to buy one for you, and then you rep up with 100%.
yes, the recruit ID with 100% nerf would be abused in Connecticut.
Edit: To add to the Connecticut thing, sure you can refuse but I don't think you should promote this mix as we're here on Discovery RP and not some random pvp-server.
