There's no reason for such a thing to have happened. One of their goals is no longer relevant but they are far from reaching their primary goal as democracy does not necessarily mean equality.

From my understanding, GC were less "die-hard" than the Dragons and were thus willing to work with the Outcasts, GMG, Bretonia and Kishiro. In the case of the latter, they much preferred them in power, but after finding that they've not made the best decisions (this rather useless amnesty for the proper members could be among them) it's back to square one.
GCryssies use cardamine in their rituals, hence their association with the outcasts. Their cause is progressive, and tends to have more support among the younger generation according to canon lore. I haven't seen any evidence that they wish a matriarchical society - just that they wish women to have equal rights (basically a feministic struggle in a stubbornly conservative patriarchical society).
Since leaving the GC would mean death by cardi withdrawal, amnesty at this point would be a death sentence for all that would take this "gesture of peace". Doubtful anyone would be that stupid. Now, there -is- something in the works that could make this an option at a later stage... just not yet.
I agree that for the GC to have any credibility, they require a female figurehead. The organisation isn't female only though...

The whole "democratic Revolution", as far as I recall, brought much lesser changes than expected by the youth in Kusari, so we can't consider Kusari democratic for now.. It's still being ran by corporations, mainly Kishiro now, though.

The GC initally was about a more democratic and equal society, thats true.
But with Kusari turning more democratic the GC has lost its reason to exist, they have pretty much achieved their goal.
This whole matriarchy idea is one way to actually give the GC something to do that could be carried out ingame, except for Cardamine smuggling which gets really boring after a while, at this point.
Sadly, at least when we tried to bring it ingame it failed, thats why there isnt any official GC faction around. Playing it has been incredibly boring, the general emptiness of Kusari at that time didnt help either.
I do however wish Blackstarr good luck with his attempt, maybe he has some ideas on how to get it working again.
