Access to an Arbiter Battleship is only granted to senior members of Mid Command and members of High Command. Personally owned Arbiters are only granted in rare circumstances. I would hazard that it would take the average player a good few months to move up the ranks into such a position. (Edit: I interpreted this question as "If I joined the faction, how long does it take to access the Arbiter?", which is not what Crackpunch has interpreted it as. Actually, it might take years, depending. I spent nearly a year in the faction before flying one.)
If you want to dive straight into Battleship combat, you're picking what is arguably the longest path. Nearly every other Battleship in the mod is unrestricted to those bearing the correct ID and IFF of the owning faction.
Edit part 2: Trying out Gunboats is a good suggestion. If you're unfamiliar with Discovery's Capital ships, they're a good place to start. Not nearly as expensive either.
I've tried gunboats, as well as bombers and heavy fighters. I'm tending to lean towards liking larger ships, I like the extra fire power and defense. I guess battleship combat is what I'm looking for in a new character. A few months is too long for me sadly. I do get to play a lot but a few months to rank up is to much work for a single ship. Most the ships I've gotten interested in so far require heavy role play to obtain them or are restricted. I don't know if I am currently willing to put in the amount of time necessary to pull that off since I am new to the game and just getting my bearings. So I guess I'll have to stick to the general factions and their cap ships.

The people I have been playing with decided to be bounty hunters so I thought I'd keep with the faction so we can work together as a collective group instead of lone wolfs. Also I spend most my time in bretonian space and bounty hunters seem to have a good foot hold there. I'm not stuck in stone though I am willing to try other factions it's just currently the people I talk to the most in game are buying bhg ships.
Even though I want to be bhg I'm not a huge fan of their ship design. Which is why I made this thread, I liked the arbiter seemed to me one of the better fitted combat ships in the game, making it very appealing for use as a bounty hunter/mercenary. I see now though that they are much harder to get then I previously thought. Which sucks since they are one of the better looking and equipped battleships.

You should read the BHG Core ID, you can find it here.
On the ID, it says "May not enter any system containing a jumpgate while flying a cruiser or larger." So if you want to fly around Bretonia as a Bounty Hunter, you're going to want to buy a gunboat or smaller.
