I dunno about whole cities covered by a giant dome, but underwater clusters of housing under smaller domes and connected to each other would be really neat. Maybe not superdeep, but in the oceans and such.

Not doable.
Elevator to space...... doable soonish or so it is said.
Exactly how it would work is too complicated to explain here, it took up about 6 pages in a book I was reading, but apparently the biggest hassle would be making a cable strong enough to support it's own weight.
That and getting the cable required into space in the first place.

I personally don't think this is as good an explanation of how a space elevator would work as the one I read, but who would believe the explanation I read, as it was in a book by Terry Pratchett (along with two other authors).
Just in case you are interested (perish the thought), the book is called "The Science of Discworld" and it's a mix of a Discworld story, mixed with 'real world' (our world) hard science.
