Mind you, IMG doesn't fly caps, or at least the officials.
Mainly because none of us can do it well and our caps generally fail, especially in asteroid fields.
I'd rather you say we sit around Tau-23 in bombers because we -do- have to deal with Outcast caps quite often. Note that Outcasts are one of our main enemies in the Taus. Your logic of "a faction with caps shooting a faction with no caps" can also apply to the Outcasts and the IMG.
And I disagree with Junker - GMG - IMG conflict. Junkers aren't a PvP faction, why bother to force them into PvP? That's like taking Interspace and throwing them against the Rheinland Military as a 1st line defense. No, it just doesn't work out.
Well, funnily enough, there will be <something> happening between the Junkers and one of the other two factions mentioned in the OP during the 4.86/4.87 transition which will cause tensions. How much that escalates will likely depend on how the players run with it.

I didn't say anything about being pushed into a conflict, merely that how it escalates will be up to you. If you're as pasifistic as you claim, then you'll try and defuse the tensions.
I believe that the Devs, in general, know each of the NPC factions quite well, and crafting opportunities for the future progression of said factions is our responsibility after all. If you're greatly in protest for what's being done, then send Hawk in to bat for you - he is after all an Admin and recently added to the Dev chat.

Well it depends on the severity of the push.
If something happens like, Yanagi is assaulted and captured, then we'd be total pussies not to fight back.
If it were something like a valuable resource on our front door being contested by some other faction, we could get a much more better result (as it could lead to various situations between the two factions).
