I have so far in a little over a month seen 5 traders of low level get killed, and say frack it i quit, due to that base.
Also i do not mean the /restart Kusari players, but new players that decided to trade with NT, and could not leave because at some time they did a mission, or shot an NPC to go red with Hogosha.

Again all restarts can dock on NT without getting shot (cept for maybe bretonia or some of the pirate ones. But most of the bretonian factions are not allowed to enter kusari per codex anyway. Neither are pirates anyway)
Anyway as for new players making a screw up that happens on a daily basis. Not sure how you can blame a base for their mistake and not only that but many rookies dont even want help or frequent these forums. Other then holding hands with a new player (good luck with that) it is impossible to stop them from making mistakes like that. And that can count for a lot of bases. I dont see you ryoken complaining about the turrets right under the docking platform of New berlin. Selective criticism?
I spent 5 hours in the vicinity of New tokyo today. Ive seen players dock on NT and still able to leave even under fire (transports / fighters all the like) None of these players however had an ID that makes them inherently hostile to the Base. (their Rep however does) None of them died to the base either.
I don't think there is a house that doesn't have a base plonked infront of it, however I think its usually owned by the official factions military (Atleast it is with Liberty) and is atleast IFF'd to a house lawful faction.
Why, exactly, can the base not just be IFF tagged as KNF? I highly doubt anyone would notice, other than certain people noticeing its stopped trying to murder them, and surely it'd still be shooting the enemies that you fear will attack it.
Wouldn't this be a win win situation for everyone? Wheras the current one is definatly a loss for many traders, otherwise this thread wouldn't exist to begin with.
There have been efforts to change the situation with that base, negotiating with the GMG and changing the IFF.
Both of these have failed.
I actually thought the deal that was in the works for the GMG sounded quite reasonable.

If the Kusari government are allowing their capital planet to be held hostage by gangsters, so be it. Kusari internal affairs can be solved by Kusari.
And for those wondering, the proposed deal that was offered to the GMG would have solved GMG|'s problems with Itabashi alright. But for no one else.
The deal was rejected. And we're paying for the consequences, just like every body else.
It might sound like that but that is your take on it not mine, I only stated "two" options that failed.
So no no one would think I was trying to blame the GMG unless they were trying to twist my words.

One of the sad facts is that Itabashi did change it's IFF at one point to not cause problems.
It was reported that at no time did it ever use so much H-Fuel as then due to people attacking it to get proof of it's Hogosha status.
I will state that I have no connection to that base at this time or any other, and I do have my concerns about it's presence

If you got a problem with it, deal with it inRP, don't keep bellyaching over it here. Just go shoot it again with your KusBS, get killed by other KNF for attacking a friendly base, and possibly get an FR5. (nod)
What I really don't get is why a handful (if that many) of players are so stubborn and refuse to listen to reason.
Valid points have been raised both in- and out-of-roleplay; I don't get why those players can't take an adult approach and listen to what almost all of the community is saying rather than hang on to their toy like babies, refusing to compromise.
I don't know if the other kids stole your LEGO in the kindergarten and you have problems sharing or what, but its about time to stop being so extremely counter-productive, let go and grow up a little bit and realize that their are lots of other players in this community.
