Kusari has a huge amount of traffic. Almost exclusively traders, mind. Because they move from A to B to Z you tend not to get the bunchings as with military, pirate or other chatty groups. It is -very- quiet when it comes to pirates, not so quiet as Gallia, but more so than the other houses. Because of this, the KNF/KSP rarely have anything to do, so they seem to log on. Sit around for a bit shouting at traders, then dock and log.
It's not always like that, I've seen the KNF pew the odd outcast gunship, but there's really no coordinated pirate crew as you get in places like Liberty or in the borderworlds.
I think this is in part due to the KNF's historical use of combined arms. Generally fighters and cruisers, with the odd bomber, and sometimes a BS in reserve. It's a lot for a disorganised rabble to deal with.
TLDR; more credit piracy needed

Argh, forgot to actually answer the question:
I haven't really noticed the KuGov as I noticed Jien Kogen. I have no strong feelings one way or the other. Maybe more of an effort could be made to be a figurehead in the region ingame and metagame? Bring unlawful and lawful players into agreed areas of conflict to liven things up, rather than relying on random encounters?

Personally I think that one stopped back in .84/early .85 when the official blood dragons turned into a purely ideological group and completely neglected the part that they actually need supplies to survive. If they'd been more out to make some cash for themselves under the label of "supporting their cause" they'd actually might have been more interesting to play.
So I'm saying that to increase local piracy, you'd need to review the local pirates' lore and make them more attractive.
Also, since it was mentioned before: From my experience the revolution pretty much backfired completely. I can't really see a single faction in Kusari that really profited from it.

Meanwhile, how about deal with this extremely OORP situation with supposedly "lawful" base shooting at GMG ships right next to capital? Or if you cannot (or do not want) deal with it, leave house matters to someone actually capable?

I, personally, was hoping the GMG or Kishiro factions might provide some catalyst for this to turn into a great rokeplay opportunity, but that seems to have been completely missed. We've gotten to the point where we're mixing the niceties of the players with how we should be treating certain factions in game, and I'm somewhat guilty of not leaning on more people harder in that regard.
To be fair, we've been lax, and that in itself can describe the cause behind some of our failings. We're working on turning that around, though, and hopefully our actions will demonstrate that from here forward, so we'll do our best to let them do the talking.

I wouldn't use the term "lie" too easily. Especially not if I'm talking about a time you weren't around. Yes, in the end some ]bd[ tried some piracy but it never got back to the activity-generating extend it had in pre-]bd[ days. I'm not even blaming them as they weren't the one to initiate that change of attitude. They may have supported it, if they even existed. But if you'd re-read my post again you'll figure out that I just mentioned "the official blood dragons" without naming a specific faction. There've been more than one. For example the NovaPG might still ring a bell to some.

To my knowledge calls to correct the rephack between Hogosha and GMG have been made but gone unanswered. The official GMG faction has also been approached but decided not to care. Any indy GMG being shot should imho blame his own official faction who are as usual just sitting back happily clapping hands as the Kusari factions get to take all the Q_Q where it would be the GMG's call to fix or at least help fix the situation.

For pure piracy you've got uh... GC, FA, Hogosha (the latter not now in .86, but you certainly -had- it)? Three factions. Why putting all the blame on BD who are after all, a legit military-level rebel faction backed by one of the largest corporations in Sirius?

I don't think either of those ever had the numbers the combined dragons used to have. Sure wouldn't hurt to see more of them, but their best days passed due to external influence while BD imho brought it upon themselves. But again, I'm not blaming the ]bd[ you were leading at times, because I'm not even sure they already existed when changes took place. Nor am I saying anyone would be perfect. Every faction/ faction lead has at times made bad decisions. I'm just saying this one has thrown the Kusari Samura-unfriendly unlawfuls back a lot.
As for the other factions:
Most of the stuff the GC can do can as well be done by the OCs with a larger ZoI and bigger ships. Hence they aren't as interesting.
For the FA and Hogosha there was a time of very high activity that got followed by an incredible amount of Samura ID'd ships (mainly an increase in unofficial ones), which couldn't be touched by those two factions. This could have been followed by an increase in BDs but it didn't since a lot of people decided it'd be bad RP for BD to pirate for cash - while it was good one for Hogosha.
I'm not actually blaming the existing BD players for it, but the common mindset about what would be good dragon RP. I've long hoped for factions to rise that focus on acquiring the supplies for ideological strong factions, including asking for credits to pay the smugglers. That's what I can see generate activity. But that's an issue not only affecting the BD.

I don't run GMG| or even sit in it's council but I sooooo badly want to use that base as the RP hook it is. It's like a series of RP events and drama sitting out on a silver platter. Now ID rules doesn't allow for a combat role regarding that base but some good ol fashioned back stabbing politics should commence to create a catalyst. I'm sadface too atm. My hands are tied and currently the only way I can head up anything over that station is if I make a BD faction and have at it......which doesn't provide much RP depth without our funders providing some context that builds up to calling in the BD.
