Ok I'm not sure if this has been picked up on before or not but if so...Sue me, here it is again.
SO there is one specific line of the BHG Core ID I would like to pick on today and that is: 'May not enter any system containing a jumpgate while flying a cruiser or larger.' Now sure I understand the balance issues, pirates need to pirate without being obliterated by Guild Battleships hiding round every corner...All I'm saying is that this is a huge blindzone in that only about 30% of the Sirius systems don't contain a jumpgate and of that 30% a fair few of them are enemy to the Guild (Omicron Alpha, Omicron Zeta etc.)
So what I propose is that instead of restricting BHG capitals to jumpgate-less systems, make them unable to enter house space instead. This opens up a whole load of systems such as most of the Omegas and Taus and at the same time maintains the Lawful/Unlawful balance within House Space.

One of the many reasons for the restriction was to prevent Core battleships from babysitting miners in Omega 7 or hunting pirates in Sigma 13. The Core aren't regular Bounty Hunters - it's a different beast altogether.
You can pretty much thank the Darkwing group for most of the Core ID rules, seeing as it was their shenanigans that got things restricted to start with.
I'll expand a little upon this very brief summation. (Also note that his answer is the correct one.)
Systems that contain ALIEN jumpgates - Core ships are fine to enter. So keep that in mind. As for human jumpgates - nope, and the reason is that's not where the Core operates, intends to operate, or plans at pretty much any time in the foreseeable future to operate.
The Core are NOT Bounty Hunters. The Core is a private military company. The Core is out there trying to (research / steal / take by military force / take by coercion) Nomad technology for its own use. The Core effectively OWNS the Bounty Hunters Guild, and recruits pilots from within. The Core also owns AP Manufacturing, the company that builds the weapons, ships, and stations. Now, as far as who owns the Core - that's ... mysterious and only a few people in RP (or for that matter, in real life) know the answer to that.
The Core are not nice people. We fart in airlocks. We pick our teeth at dinner. (Apologies to David Gerrold for stealing those two comments - and if you get them, Ka'Plagh!) We operate on the fringes of humanity, and because we're seen as fighting the Order (who have been branded as terrorists by the legal governments), we're seen as the good guys. That's great PR for us. We use it to our advantage. We've been known to make non-agression pacts with the Corsairs to further our ends. We've been known to allow one of our Guildmasters to become infected by Nomads to further our ends.
In other words, we don't give a damn about what's going on IN house space - we're out here trying to further OUR ends.
Of course, there's also the side note that your whole suggestion was a compromise worked out with the admin team and agreed upon by the admin team and the Core leadership, and so it's not going to happen based upon past behavior of the DW group - who damned near ruined BHG Caps for everyone. But that's OORP stuff.
Note that in RP, there are two things to consider and keep in mind. The Core does NOT sell ANY of their large cap ships (Thresher, Bullhead, Mako) to ANYONE else. Period. So if there's someone running around with (for example) an LN ID'd Mako, it's NOT authorized, and we'd like to have proof of it, so we can FR5 them and deal with them in RP. Second, there are standing orders still in effect that NO Core ID'd large ships are to operate up that way. I'm the one that issued those orders, I'm also still THE faction leader (Implo and Meoshi are my 2ic's and in charge of the Core and BHG respectively), and those orders still stand and will remain in effect probably permanently. So even if the line was changed, we'd forbid it in RP, FR5 you, and you'd have serious issues again.
I realize that nope.jpg is much shorter, but ... this explains (again) why your suggestion isn't going to happen.

I must agree with Jammi on this one...
Core has one objective,destroy Order|,get alien technology,use it...
And no prisoners in the process...and I like the way that works..
Leave it as it is,changes will effect the goals and purpose of Core...
