Maybe exactly the cheap certain escape made the devs do steps against it.
there had been various threads that complained about the inability to stop a cloaker from escaping - the current situation was declared as a placeholder and that the matter was not closed yet. - but also as a reaction to the problems with cloaks.
thank you community, not thank you devs - we devs were not as concerned about players who escaped without a chance to get them.
i do wonder if you stood your ground FOR cloaks as they were in the recent threads where people complained about - or if you were one of the quite ones who just watched.
and yes - the continous accusations are getting old and very very annoying.
some of the smaller profile transports (kamome for example) still make good recon ships and you can still do hit and run strikes so long as you dont try and run through an asteroid field with them
Yup that was just a stupid decision, but meh. In this situation I'd say It'd be better to delete them from the game. Congrats to the crying part of the community, they made it through -again-.

If that actually affects the outcome of Dev decision, we might, possibly, have another problem. Majority of the playerbase does not actively participate in discussions regarding balance issues. At best, you can help them to show their opinion through voting on polls (which you did, and that had some rather unexpected results, in contrary to opinions that are being voiced here, didn't it?)
Some members, during those "Cloaks are OP" discussions, even threw such phrases as "It's unimportant how right or wrong your point is, you have to be louder than your proponents, that is all." Well, it had a different wording, but the meaning was the same.
That's one side of the coin. Here's another one:
Even if the posts of certain people seem constructive or come from a "veteran", they aren't always right. For example, let's take this one. The second one in that thread.

Currently, capital ships with a cloaking device are simply unbeatable...
Comes from a, seemingly, experienced player, military faction leader. Yet, we had multiple instances of cloaking ships dying after they cloak, either due to being pinned down by CDs until they run out of fuel, or destroyed while in cloaked mode. Granted, that often required presence of cruiser-class vessels on the field, but not necessarily.
Basically, the only guaranteed way to stay alive was to hang around jumpgate/jumphole.
What I'm trying to point out here - possibly, Devteam as a whole might need to get a better insight on the game mechanics themselves or get new experienced people for the balance team. (don't propose myself here, don't play that often, lately, and alrdy beta-testing another non-FL project) Low scale (1x1's, 2x2's ,etc) and large scale snub fights, low and large scale snub/gb fights, same for cruisers, battleships, combined arms, different weight categories of same class (lights vs heavies, etc), in the open, in asteroids, with differnet loadouts etc.
