I wholeheartedly agree. The problem is even worse in Liberty right now as i'm sure you all know, people seem to use New York as a place to just sit around in caps and wait for pirates to appear.
As i suggested elsewhere it should be based on the number of players in a faction, but as Duke Nuke'm said, there aren't any factions that i know of that capwhore. Official ones atleast. I've recently been speaking to Praetyre about this exact thing and an idea of his was to force independant players into factions.
For example, if you want to role-play a Navy character then you should join the SA. If you want to roleplay a trader, join a trading faction (can't think of a generic example). After all, in real life, you don't get random Tanks around the place in warzones that aren't under the control of any of the commanders.
ian you say let them be. but you knwo how big fun from game you have when you will try pirate in fighter and after while you have 2 bs on tail? or when you fly as police somewhere and in some momentes hutn you 2 bs,?
maybe i am also cap whore i have my private dread,and i love it,but i will not fly with it trough all systems only to find someone who has less firepower and armor to show him who i am.
it is not about ships who can and who can not buy them,but about that how and where the people will use them.
I'm sorry, but light-handed "encouragement" schemes arent going to cut it this time. Anyone who has visited Gamma/Delta lately will understand what I mean when I say that we have a very serious problem on our hands.
I believe the only way to find a server-wide solution is by Admin intervention.
There are afew ways to do this;
1) Make it so that Battleships and Cruisers (and classes in-between) are only sold on bases in heavily defended guard systems.
2) Remove Battleship Licences from stock battleships (ie. batteries not included)
3) Remove Battleship Licences from all bases...ie. cannot be bought except from an Admin. Alternatively, make them extremely difficult to find.
4) Make it so that you can't undock without a BS License (so you have to get hold of one before buying a BS)
If Licences are made difficult to find, fewer unsuitable players (ie. players with no RP experience or sense of fair play) will be able to get their hands on functional battleships. Sale by admins allows Battleship use to be properly restricted by an objective party.
Making Battleships yet more expensive isn't going to stop these fools who seem to have an infinite supply of credits (I suspect foul play, quite often).
Another idea; Make a base (or bases) owned by the "Licensing Agency", a new faction hostile to all players (like the admin faction) but Neutral to anyone playing the Single-Player. This means, on the Singleplayer, you can still get your battleship, but on a Multiplayer server, you gotta get neutral with the Agency first.
Getting neutral with the agency (like Admin) is impossible, without Ioncross intervention...allowing administrators to control which accounts have access to the Battleship Licences. Again, point 4 above is a crucial part of this.
Capwhore sydnrome is not a problem of official clans couse as someone said already almost all of them have strictly restrictions in this matter. It's the problem of independent players couse they in majority of cases spoil the whole fun just join already though and nice fight with caps. I have experienced this many times when we and some allies start a fight for instace with =LSF= and just after few minutes 2 or more independent (no faction) players shown up in capitals and act a heros. If there is no way to force them into a clans there should be made some kind of restriction in owning capital ships.

The idea about the no undocking without Liscense is good. That way the admins could, if they wanted, allow only factions to have them. Or they could just restrict some of the masses of independant pilots.
One thing that comes to mind is that most people nowadays fly Battlecruisers or Destroyers/Cruisers. This is simply because they generaly cost a fraction of the price, don't need a liscense and are more agile and maneuverable while retaining similar firepower (espescially battlecruisers).
Forcing people into a faction is not a good idea, some people don't even fly capships, have great RP, and don't want part in a clan.. by "forcing" them into a faction, thats just stupid
I would also argue that some indipendant capital ships are used well, and we certainly shouldnt be considering making battleships a "faction-only" commodity.
That was my argument. I was simply expressing what Praetyre explained to me.
I think that forcing people into factions would be a horrible mistake. Maybe not so much for the militaries and whatnot, but for the others it would devastate most people. Having every trader forced into a trading faction for example really wouldn't go down very well.
I can understand his point about the Navy and the like. It's like what i put, you don't see Tanks independant from the rest of the Army in a warzone, do you?
I'm not saying forcing ALL people into factions but just only those who fly capital ships. Let's just give them a chance to earn hard that capship and demonstrate their RP abilities in factions. Atm it looks like this: trading trading trading then a capship and im happy... -.-
Owning a capital ship must be something that you should sweat over that and hard work to get it, not just like that.
