The story has to be about Discovery Freelancer - and yes, to submit an entry, just post a link in the registration thread (the one on the front page news).

Yup, that's right. The story can certainly be about an existing character. All we'd ask is that it's a self contained narrative. If you have to read a prologue and two previous stories to understand what's going on, that's not exactly great.

How much can the author refer to other events/stories/anything without the need of explanation? Like I assume the reader would know what e.g. The Order is without the need to "read a prologue and two previous stories", but where can we draw a fine line (if we can)?

Vanilla and Disco lore is assumed knowledge for the reader. However, since all player characters are technically non-canonical, assume the reader has no knowledge of them.
Think of it like this: short stories can be standalone entities, which a reader can pick up and read without any prior knowledge about the subject matter, and have a comfortable understanding of the events and characters in the story. This is different from, for example, taking a single chapter out of a full-length novel and expecting the reader to understand who the characters are or what they're doing.
There is a set upper limit of 5,000 words, over which no contestant should get with their stories, but my question would be if there is a minimum of amount of words one should write in order to qualify properly into the contest?

None at all. You're done when you think you're finished. If you feel you can pack something meaningful into 2 paragraphs and win with it, by all means, give it a shot.
