Hunting Hessians outside of systems that you have a base in, as you note in your description, is the perogative of mercenaries. I'm sure you can manage a blanket bounty... None of the corporations have that "hunt them in the borderworlds" clause. It's not what corporations do - BHG and LPI being the exceptions.

Escorting is covered in the first line: "- Can attack pirates and terrorists in self-defense, to protect an allied or neutral lawful ship, or in defense of corporate bases of the same affiliation within and outside their Zone of Influence."
What about Bowex pirating Gallic shippers in Rheinland, would that be against the rules too?
Yes. That's not what Bowex should be doing since that'd get them kicked out of Rheinland in a hurry. Trade factions are neutral and exist for the purposes of trading, not for privateering. The BIS on the other hand can do this (and when met by law enforcement, are naturally treated with a lot of suspicion).

Yes. "Can hunt Lane Hackers." -> No ZoI limitation. Incidentally, Daumann has the same clause in regards to the Hessians.
Can DHC demand Blood Diamonds from smuggler in New London?
Yes. If there's no ZoI limitation listed, it's intended siriuswide.

If you meant hunting pirates, somehow I don't see them being overhunted by IMG or GMG now, although they have such line in both of their IDs, and I don't see reason why shouldn't corporations be able to engage on the outskirts of their house space, just like it is now. "Independent systems directly bordering house X" should be in ZOI of all corporations in my opinion.
EDIT: As for Omega-5 and Cambridge examples, these systems are unlawful crossroads, there are shipments with supplies and blood diamonds going through them. Again, I see no reason to take Independent Worlds directly bordering house away from corporate IDs, it is their primary ZOI now and things work fine, for example in DHC we planned developing relations with GMG, now we hear we won't be able to engage in Sigma-13, one jump away from the system with Daumann owned planet.
As this version's experience shows, house corporations should get buffs, not nerfs, and engagement ZOI limitation is a direct nerf which hurts corporations' attractivenes for players.

Almost all the corporations can defend their own (and a fair few other IDs) of convoy anywhere they go.
So, I've got a few things to bring up, though I'm not sure if they've been brought up here yet before, so, my apologies if they have.
First off, I noticed that there is only one ID that has Baffin in its ZoI, being the TAZ ID. Now, Baffin effectively functions as an independent borderworld in that region. The TAZ do have some IRP rules with that system, but that's exactly what they are, IRP rules. By not including Baffin on the ZoI of factions that frequent the region, you completely shut off an entire sector of roleplay and interaction, I don't think people should be forced to respect TAZ rules in that system through OORP ID rules. The TAZ should be enforcing peace there, not the admins.
The second thing I'd like to bring up is the recent cargo limitation on Outcast and Corsair ID's. A good deal of Outcast and Corsair income comes from smuggling, which many argue isn't profitable enough even in 5k's right now. I'm content with the current pay off for smuggling, but most people aren't. It feels like this change was made to streamline the Outcasts and Corsairs into a more uniform box where all the other unlawful factions fit. The problem is, they don't fit there. They're not like the other unlawful factions, and for most OC and Corsair players, that's the beauty of it. OC's and Corsairs using 5k's doesn't hurt anything, and it does make sense when you compare them to the other factions that can smuggle. Why try and change this when it's not broken in the first place? And, if the change is final for the IDs, will you be increasing the payout for Cardamine, Slaves, Artifacts, and food on Crete to compensate for how much you're harming the smuggling business?

According to the provided map, Baffin is/will be considered a Tau system. All IDs with the Tau region listed as part of their ZoI will have Baffin as a part of it.

On the Akegatas: AI ID has NO ZoI limitations and NO rephacks to lawful or unlawful bases. It is a neutral-to-all open ID for traders. Unless that changes, I do not believe they deserve more then the Freelancer ID.
Basically that is right, but did you see any AI powertraders? I did not and I think that is because you can use other IDs with 5kers to powertrade. We mostly just use the transports to haul cargo for our station or to support gammu with materials in order for it to evolve. So the request still stands to let it be like it is now.
