Gentlemen,
I'm back from my short birthday vacation on the lovely planet Cambridge where I spent the day with family, friends and tea. Thank you Sir Lauderdale for the day off and the congratulations! The birthday biscuits were delicous!
Well, on to business now. I carried out a routine patrol today and ended up in New London which was quite full at the time. There was a NoFear-member, |NoFear|-Bestija, floating in the orbit of New London. Fortunately, he listened to my orders to leave Bretonia space. He was rather depressed since his kind has nearly nowhere to go to anymore (considering the mercenary bans in Liberty and Rheinland). Well, I showed him the way to Kusari. Shall he cause trouble over there.
In the meantime a pirate named Reginald caused trouble. A trader called me to help but unfortunately he had already paid the pirate and the villain got away before I arrived. My long range scanners showed him jumping from Manchester to Cortez, then to Liberty. I couldn't chase him over there of course. I will remember this name and seek him, should he ever return to Bretonia.
Later, there was another mercenary, kleyner[FM] flying a Liberty Avenger fighter and carrying a load of Bounty Hunter pilots in his hold. I asked him to set them free immediately. The mercenary showed to be rather impolite and fled to Cortez system. I suggest him as a candidate for either the Wanted List or the Blacklist.
On a side note, there were several traders uninformed about the ongoing war between our lovely Bretonia and those hated Kusarians! I told them to read the daily CNS news and to be careful when crossing the borderworld systems. To be honest, I was amazed how a trader can survive while being that unaware of his surroundings.

Subject: Criminals. Lots of criminals.
Gentlemen,
I'm writing this report in my rescue pod which is safely bumping around in constable Vimes' Hussar.
On our patrol this afternoon, we had a plethora of criminals in Cambridge. Multiple confirmed sightings of independent Outcasts and the Brotherhood fending off each other.
And we caught a smuggler, [IND]Capt.I.BrokenBack. He first refused to pay, arguing he would carry food. Our proof is solid though:
In the end, he paid the fine for smuggling, but only after selling the software. In the meantime, we had a Corsair Lunchbox, NawenReed, invading the planet Cambridge! That impudent bandit must have hacked the orbital docking devices! He landed on Cambridge, claiming he "liked the beautiful landscapes" as he took off again. Constable Vimes and I were helpless, as we were still dealing with the smuggler.
The Corsairs and Outcasts decimated themselves until there was only one left, Ciro[TBH]. That corsair seems to be in serious mental trouble. While we were securing the trade lanes, he told us he'd really like tea and biscuits and would like to join the Queen's sevice!
Luckily, a QCO bomber came to our help soon, we met at Planet Cambridge and had a short status report. Suddenly, a Corsair Cruiser (!) came in via the tradelane and approached the lane to the London Gate! As I wanted to stop him, another pirate came from behind and blasted my good old Hussar! That bloody craven! I hope Vimes will tell me his name, such behaviour cannot be tolerated!
I honestly hope everything's fine out there... I hear Vimes shouting something to the comms from time to time, but the hull of this pod sure is solid...

We have now safely docked on Planet Cambridge, but the battle is still roaming in the orbit. The pirates have outgunned us and I retreated quickly to the safe surface of Planet Cambridge, I hope the planetary defenses will fend off the hostiles.
So, I'll use the time to give some complementary informations on our attackers today.
Two Raven Talons attacked us after I demanded the handover of BAF pilots one of them had in his hold. We weren't prepared for their attack, since both of them were idling in front of the Planet with neutral IFFs and engaged without warning.
The suspects are:
But the Raven, sitting lonely on that placid bust, spoke only
That one word, as if his soul in that one word he did outpour.
Nothing further then he uttered; not a feather then he fluttered--
Till I scarcely more than muttered, "Other friends have flown before--
On the morrow he will leave me, as my Hopes have flown before."
<blockquote>Then the bird said, "Nevermore."</blockquote>

Subject: Events
Men,
These events are disturbing. Again, happy birthday to you, Mr. Cooper, but these people have certainly not given you the right kind of birthday celebration. Trust me, your actions will be applauded.
A few points to clarify, however. The BPA does not demand the dropping of Bounty Hunter pilots. Many of these people were criminals in the past, and are complete mercenaries without dignity or honor.
The said pilots who disobeyed the law today will be placed on the wanted list. The HR= tagged ships will be blacklisted.
In addition, I have received word from Superintendent Sheppard that =CR= tagged ships are to be stopped, asked to leave, or shot, regardless of what they say. If they do not comply within 5 seconds of the order, open fire. Though I must say that this is a bit harsh, we are police officers, not politicians.
Sirs, I regret to inform you of TWO attempts at my life. First, two HR= tagged battlecruiser came to orbit Planet New London. One docked on New London after about ten miniutes of diplomatic talk, where I told them we had no intention of having hostilities with them. They said we had fined, destroyed, and stolen the cargo from their traders, we NEVER taxed any HR= tagged traders! When the trader undocked he had Light Arms, and was heading to Dublin. I ordered him to keep them in Bretonia. I had reinforcments, two mandalorians, Or'dinii and Ranov'la, a Bounty Hunter Gunship and a Bounty Hunter Bomber. Suddenly I was fired upon by the Battlecruiser, I went evasive while the Mandalorians opened fire. Soon the battlecruiser was destroyed but the Light Arms smuggler escaped.
Later, as I orbited Planet New London munching some biscuits and sipping my tea casually trying to forget what just happened two Chimp- tagged Bounty Hunters in Bounty Hunter Bombers were preforming live fire exercises with Nomad weaponry. I informed them that they needed to either destroy their Nomad guns or pay for the license. They ask the price, I said two million, they declined and said that I would die. They then undocked and opened fire taking down my shields. Now there were four mandalorians, two Bounty Hunter Gunships, a Bounty Hunter Gunboat, and a Viper MkI Very Heavy Fighter. Soon one disappeared near Planet New London. The other was destroyed.
I found my self barely able to gulp down my tea after these incidents..this is disturbing, how two different Bounty Hunter factions would attack Police. I almost find myself requesting a ban (on unoffical factions). Still, the Mandalorians saved the day and kept this day from disaster.

I still can't believe it...there has been ANOTHER attempt on my life from those scummy noodle sucking Kusarinese. They sent another seaweed biscuit my way, thinking I wasn't watching my biscuits closely. Hah! Showed them! But, the BBC (Breontia Biscuit Company) needs to have better quality control. Superintendant Lauderdale, I have written a letter of complaint, if you don't mind doing the same I would be oblidged.
Sirs, it is my strong belief that the recent Bounty Hunter problems we have had may be because of the Kusarians. Perhaps they are hiring them out...and why is everyone after me...I don't know that I can take this stress much longer, I have a young life and I want it, from now on I suggest all ships to, if they see any bounty hunters to go on high alert, they have proven unpredictable...atleast I have some tea and a few good biscuits. Now, about those leprechauns...
So, I was patrolling Dublin with Or'dinii[M] and [QCP]Fortuanatus.Wright, a gunship and bomber. We encountered a gunboat and four fighters (might've been two not sure now and one disconnected) one disappeared somehow, some devilry those leprechauns have been working on. So, we engage and soon we loss Mr Wright's ship from concentrated fire from all of the scum! I tractored his pod only to see Or'dinii under heavy fire. We destroy two of the fighters, both were Greyhound very heavy fighters. One was left in a Slipstream light fighter. We let him live and concentrated on the gunboat. Due to the strange law of physics that allows cruise disruptors to cancel an engine kill manuver and of course primarily because of Or'dinii's SUPERB flying skills it was destroyed. The light fighter tried to escape, but it finally ate one of my mines. A glourious fight with no casualties to our side besides some bumps and bruises on Wright, and his ship of course.
Jolly good show from our boys in the navy and mates in the mandalorians!'

Feel free to send a complaint letter their way!
These bounty hunters seem to be quite troublesome. In fact, I have never heard of such attacks on officers of the law. From this point on, all BHG and Mercenaries with the exception of the Mandalorian Mercenaries are to be halted and questioned. If they do not comply, the will be promptly asked to leave or fired upon.
Mr. Scott, you are not the only one. Mr. Cooper has been threatened as well, and these bounties may sure be coming from the Kusarianese. But as officers of the law, we cannot allow our logical minds to jump to conclusions so early!
And finally, I believe that a round of promotions is deserved! For excellence in service and distinguished bravery, Mr. Vimes and Mr. Cooper are promoted to the rank of Sergeant. While one of them will be directly replacing Mr. Scott's former role, with the possible expansion of the BPA, I believe that two Sergeants will be necessary.
Mr. Scott, the commander of the BPA Special Response Division, is hereby promoted to the rank of Capitan, should he accept the role. As capitan, Mr. Scott will be able to approve new applicants to the BPA.
Finally, two notes. Traders carrying the Kusarianese embargo products, such as light arms, H-Fuel, etc... are only to be stopped when traveling from Bretonia into the Taus, not from Bretonia to Dublin or Omega-49. Ships going into Dublin with such materials must be given an escort, however, to make sure that they are not assisting the Leprechauns.
Finally, SRD engagement policies. Since we can't break the 3rd commandment against re-engaging, you cannot leave a battle and pull out your SRD Bombers. Thus, the SRD will activate before the engagement actually begins. If you spot an enemy that may pose a serious problem to you in your Light Fighters, swap into your bomber. But once the engagement begins, do your best in your Hussar.

Gentlemen,
I hereby report a rather quiet patrol with the constables Roxburg and Paddock. We performed the usual trader scans in New London and proceeded to Cambridge. There was a reported sighting of one Leprechaun vessel, but he jumped to Leeds as we arrived at Cardiff. We followed him but ended the chase in Dublin when he jumped to Londonderry. We landed on the Essex and ended our patrol as Bretonia was peaceful for the moment.
When I just opened my communications console in order to write this report, I was rather surprised: a promotion! I feel honoured to receive such glory, sir, and will proudly serve the Queen and Bretonia as a Sergeant. Thank you, gentlemen, for your faith in me.
But, first, tea and biscuits! It's on me tonight! Cheers, Vimes!
