I wonder who posted them on wiki and how he found them? I know that 3 parameters in shiparch.ini are used for ship turning in different sides... But how to know how much to type to do turning rate, for example, 100 degrees/sec...

Ah, right. FLStat shows turn rates in radians per second, while the Wiki shows them in degrees per second.
91.67 degrees per second ≈ 89.76 degrees per second ≈ 1.6 radians per second.
The difference in turn rates between those two ships comes from the fact that FLStat doesn't tell you the whole story - the number that FLStat is giving you is just the horizontal turn rate, if I recall correctly. The turn rate shown on the Wiki is an average of both the vertical and horizontal turn rates for each ship, which causes the small differences between the turn rates of the Falchion and the Tiger Shark.
