Because the slaver RP was found to be not so important enough to have its own ID, after the devs probably saw that the existing Slaver ID was being abused. The slaver RP can be played with independent IDs and some faction IDs like Junkers, Rogues and Outcasts probably. The devs decided to force more of the population to join NPC factions and play as them.
Tag yourself a Junker or an Outcast if you wanna fly Pilgrim.
The Slaver ID's not the only one that was cut - a lot of the overly specific independent IDs were axed because they really didn't add anything other than extra restrictions.
So yeah, just use a pirate ID. You won't be missing anything except the label.

Unfortunately, the Pirate ID is restricted to transports with 3,600 cargo space or less, and the Pilgrim has 3,900 cargo space. I'll be missing a glorious ship
If it was simply nerfed to 3600 cargo WITHOUT an extra gun, people would still happily fly it. It's a ship you really want to fly if you are roleplaying a badguy, and even more so if you want to roleplay a slaver.
I can only hope the tech category will be changed from the totally illogical "generic unlawful" to either generic civilian or at least Junker.
