Ye, again it's the players not the caps and this discussion do more harm than good.
Try going to Tau-23 in an Outcast cruiser - people feel justified to jump you 5-6 bombers on one Cruiser and still maintain that you are the one "ganking" because you piloted a cap...
People need to get their heads out of their behinds and realize that caps are pretty weak in Disco, it doesn't take more than 2-3 nova-spamming bombers to bring one down (4 if you want a no-contest / no bats or bots lost your side).
Cap pilots are not "bad people" or "lolwuts" by default, rather it's those that assume that cap pilots are idiots (or at least every other cap pilot than themselves and their friends) that are the true "lolwuts".

Shield based balance can change the server for good by individually shaping each class without having the second thoughts and flaws like now. Now one snub can make brutal amount of damage to any cap using its guns- one MR shot 3 -4 times do almost the same Damage as Snac but the fighter can dodge better meanwhile. If the cap shield absorbs let say 50% of the damage then fighters wont be any danger for caps.
The list can include all kind of ship classes vs all kind of ship classes.
Quite easy actually.

Aaaaaand restricting cap usage would pretty much effect the players, not the caps. I wonder how many times will I need to repeat myself on this in the future.

Guess what, caps are balanced to be killable this easily because there are many of them out there because everybody and their mom can fly one. Make them more rare, buff them to realistic strenghts and your problem is gone already.

Cap pilots are not lolwuts, I don't want to get rid of ALL caps, rather it's those who fly caps only for the lulz and give no crap about RP. Well, THOSE are lolwuts, yes, who fly Nephs in Manhattan orbit, who fly legates on the edge of Gallia... those are lolwuts in my book. And just because I'm saying this, that won't make me a lolwut instead of them, that's a weak argument. (That's like saying "NO U!".)

Grant the final words the ones who were the major decision-makers in other (quality) roleplay related stuff. Admins review and accept or deny Official Faction applications, Admins review and accept or deny SRP requests, why couldn't they do the same?
What issue I could see here is that this specific subject may give more work to them as the other two things I mentioned, but I can imagine this issue being solved with appointing people to help in making decisions whom the Admins can trust.
It's too narrow a circle of people deciding and you'll be robbing players of some of that freedom they go here to enjoy.
Great way to cut server population though, I know I'd probably throw in the towel if I had to get on my hands and knees to beg admins or "trusted players" for the right to pilot a ship that I see myself just as fit to fly and roleplay as they are.
This anal retentiveness will suck the fun out of the game.
