Many civilian and Border Worlds ships are, to put it simply, a pain in the ass for people that can use them to get. With that in mind, I'd like to see them on more stations simply as a matter of user-friendly design.
Blatant Problems:
Scimitar, Switchblade, Sabre: Not available on a single neutral base. A Freeport would be appropriate; the BW bomber is already on Freeport 2, after all.
Marauder: Only available on one station in the ass end of nowhere. Given its infocard, I'd expect it to be a little more widely-available - in particular, it seems suited to Junkers as well.
Raven's Talon, Spatial: Ass of Nowhere once again (or Xeno Guard for the Spatial), though also on one IMG base. However, if they don't have new models coming, I'd fully support keeping it limited to those two.
Less Problematic, Still Annoying:
These ships are all available on lawful bases only. While they're right along the lanes, this does mean that if you're an unlawful character that wants to switch ships, you have to make an entirely new character to get them.
Hayabusa (GC and Dragons specifically; FA has access), Tiger Shark, Civilian Shuttle, Arrow (O-50, yes, but once again it's the ass end of nowhere), Kingfisher, Saishi, Touketsu, Scraper (there's enough angry miners to justify it), Wasupu, Arrastra, Camara, Anki, X-Shuttle (Ass of Nowhere), Civilian Freighter, and of course innumerable transports but that seems to be by design.
Other Oddities:
Cutlass: Should be available in Outcast space. While they do have their own bomber, the Border Worlds ships are still the bulk of their fighter craft, so this should be readily available to them.
When you have to either dodge your way through the worst jump hole camp ever (I'm looking at you, [M]-) or get damn close to a SCRA/Corsair warzone to get a Marauder, there is a problem.
I can't really be bothered to check all the examples that you brought up, but this has very likely already been fixed. Every ship that can be used (at present) on the ID of an NPC faction can be bought on their own, an allied, a friendly or a neutral base, according to AD.

Because those are badass unlawful ships flown by the very limited amount of unlawful factions (hackers, outcasts, bundschuh and hessians).
I don't get why do you think they should be available for random repped players at zoner bases.
Freelancers can use Border Worlds ships. They have an extensive history of using them on this mod, and not always for unlawful purposes. Zoners too, though traditionally it's just the freighter.
Also, the Border Worlds bomber is currently on a Zoner base.
