Good news indeed but if one look at the numbers now- not so good thing- 19 factions have less then 3 days activity barely covering the minimum.
If the minimum was 3 days in the next couple of months more of the half of officials would have been gone.

they'd just log the additional hours needed to keep their official status
If the minimum was two days, four factions would be warned; if it was four there would only be twenty-two not warned. Activity is down for sure, but as Alley said a zombie faction will just shuffle around a little more if you up the limits.

Did you consider that many people might just wait for the new update to actually get some more/different things to do? Thats also a rather useless idea.

I rather see a faction have less activity hours, but represents it faction good then is on top of the ladder and is just ingame a bad faction to interact with.

even with a potential 4.87 the numbers will continue to go down, there's no way stopping it now. It's just the same fate as Sven Co-op, all mods even if they're really fun to play eventually die.
The jokes about discovery dying were pretty wrong and generally considered funny untill 2011 but for the past two years the summer peak that used to bring a big wave of new players (aka summer with 200/200 every night) did not outnumber the departures, in fact it's summer and yet it barely reach 150/225.
It's still far from dead, but it's clear the process has begun. Just remember that official factions are less than 5% of discovery's total activity. Their loss wouldn't be an activity problem, it's the disappearance of the safeguard they are that would hurt the mod a lot, especially the house govs.
