What rules can you impose?
There are lawfull and unlawfull PoBs.
For example, I agree with that base in New York that guards the path to Alaska since that is a restricted area, but I disagree a base blocking a jump hole or a jump gate. For example if you place a lawfull base in a system, you can put the weapons platforms anywhere in the system which I beleive to be a bad thing. Weapon platforms should be close to the PoB to defend it, not to cripple the system.
If I for example build a lawfull base near a jump gate, no pirate can continue his activity there, maybe we will not even be able to continue his activity in that system if that requires him to fly 20 minutes to get in that system.
There should be a rule as in Gallia to have PoBs at a certain distance from trade lanes, jump gates or jump holes.

i think you hit the nail on the head. those are some good ideas.
Tho I beleive it is pretty hard to implement that a weapon platform should be at a certain range from a PoB, also that won`t stop people building PoB`s near jump gates, jump holes, trade lanes etc since they are pretty easy to build at first especially if you will build the base when there are few players online or in a system that doesn`t get that much traffic.
Also a base is pretty hard to get down, you need a big number of battleships to kill a core 4 base, even a core 1 base is pretty hard to kill.

I tend to agree with this as it would make things simpler - Itsabashi station near roppongi station in NT was frustrating enough while set as hogosha. I actually stopped trading in kursari till the complaints caused it to be changed about a bit.
Well that base was first owned by KNF if I am right and then the Hogosha guys got it.
Well Hogosha is somehow or somewhat lawfull but still it could cripple the system traffic.

Are you saying that you think WPs can be any distance from the PoB they were built for as long as they are in the system? Well that is incorrect, WPs can only be up to 3K away from their PoB.

See my above response, this has been implemented since PoBs were first introduced.

It was indeed non hogosha initially - then it became hogsha. The day I found it had changed - while delivering one load of gold ore - it killed 2 players and damaged 2 others and my ship - just in the time from entering the system docking at one base and exiting the system

As will any base thats set to hostile, even those that go by the rules of Gallia by
building away from the lanes, they have and still can crippled traffic & blockade planets whenever they chose, thrust the WP's forward 4k & bingo!
