It can easily operate in Tau systems without a gate.

Yeah Jack, you know as well as I the ways around the ID rules. Doesn't mean it won't make me cringe to see a Core IDd Bullhead in Tau-37, shooting outcasts and pirates.
Nope. There are no Core sponsored bounties to collect as a Guild Core IDd character. I guess you could sign up to a bounty board that allows hunting in caps. Maybe the IMG or corporate boards pay out to caps, but I don't think any of the Houses do.
Okay, just to jump in here with my usual short (not!) reply.
Fortunately, all I really have to do is copy and paste part of what I've said in the past, and expand a bit on the Tau's and perhaps even help Jack understand something about the Core. (Note that the below was written by someone asking about rewriting the Core ID, with some additional emphasis and colors added.)

The Core are NOT Bounty Hunters. The Core is a private military company. The Core is out there trying to (research / steal / take by military force / take by coercion) Nomad technology for its own use. The Core effectively OWNS the Bounty Hunters Guild, and recruits pilots from within. The Core also owns AP Manufacturing, the company that builds the weapons, ships, and stations. Now, as far as who owns the Core - that's ... mysterious and only a few people in RP (or for that matter, in real life) know the answer to that.
The Core are not nice people. We fart in airlocks. We pick our teeth at dinner. (Apologies to David Gerrold for stealing those two comments - and if you get them, Ka'Plagh!) We operate on the fringes of humanity, and because we're seen as fighting the Order (who have been branded as terrorists by the legal governments), we're seen as the good guys. That's great PR for us. We use it to our advantage. We've been known to make non-agression pacts with the Corsairs to further our ends. We've been known to allow one of our Guildmasters to become infected by Nomads to further our ends.
In other words, we don't give a damn about what's going on IN house space - we're out here trying to further OUR ends.
Note that in RP, there are two things to consider and keep in mind. The Core does NOT sell ANY of their large cap ships (Thresher, Bullhead, Mako) to ANYONE else. Period. So if there's someone running around with (for example) an LN ID'd Mako, it's NOT authorized, and we'd like to have proof of it, so we can FR5 them and deal with them in RP. Second, there are standing orders still in effect that NO Core ID'd large ships are to operate up that way. I'm the one that issued those orders, I'm also still THE faction leader (Implo and Meoshi are my 2ic's and in charge of the Core and BHG respectively), and those orders still stand and will remain in effect probably permanently. So even if the line was changed, we'd forbid it in RP, FR5 you, and you'd have serious issues again.
If (or when) it becomes public knowledge that the Gallic Royals are working with the Nomads, we'll revisit things for upper Sirius. We DID send a fleet up there once to discover if they were infected - and at that time, they weren't. Now? Who knows.
In RP - we took huge losses after capturing Toledo and then having the K'Hara destroy the planet and a big chunk of our fleet.
Note that this ongoing RP is also why I always deny individual requests to purchase BHG fighters and bombers. We'll sell licenses to our ships to groups so that they can distribute them to their own members - for example, if IMG wanted to buy 20 Mantas, I'd sell the rights to those ships to IMG and then let IMG sort it out.
And Jack - just because you CAN do something does not mean you SHOULD do something. Haven't we just seen a huge redux of someone ignoring lore and RP, because they feel that they CAN do something? And before you go - hey, it's only one ship, what does it matter? Because it'll never STAY just one ship ...

Agmen, I know all of this... and I already said: It may not be totally cool in rp (but it is far from really bad if you take into account OC-Nomad, etc...). But you cannot control indies. And it is inside the rules. And Hone asked, so I answered.
Enjoy your indies. Every faction should have some cap wielding indies in weird places... *winks*
Before I sold you that bull I had a nice trip toward 90 all the way up to 37, finding action in 37 is not a problem and you have more good guys then bad guys ( i dunno, somehow people pop up like popcorn ) Core can furfill bounties even with caps/none-caps, the only problem with caps is jump-gate restrictions.
