I don't think lowering the price of capitals will attract more new player to gallia RP. Too many caps won't help revive gallia RP. If the faction is newbie-friendly and has an effective propaganda campaign, it will get more new recruits. If people want to RP in that faction, any ship of the faction will do. So I don't think there is any necessity in lowering the price of GRN caps.
Besides, I think the price should be decided according to the overall performance of the ship. I think the Valor is a powerful cap, and current price is sensible.
I think the cold, harsh truth of the matter, though, is that no matter how good the story is, people just don't want to play space France. Especially if it requires an investment on their part, and takes away funds from things they'd rather be doing.

The original topic is talked about lowering price of the capital ship to help attract RP players.
If this idea makes sense, then cut off all the capital price of all faction,and let's see whether this will bring a climax of a new RP player boom.
If you want to RP a Gallic Royal Navy, you can fly a Lynx or a Courbe, which is also a good starting point. I don't think new players starting RP directly with a capital is a good idea. No one is born fleet admiral.
Generally if you want to RP a GRN, you'd better join the official faction or at least stay in close connection with them. In this case, it is improper to RP with a Cap since your rank is low from the start.
I think lowering the price of caps will only benefit people who love collect caps and fly them in conn or stay near the hostile jumpgates shooting and tractor-beaming NPC pilots, not to make the RP atmosphere more lively.
Edit: I'm saying this according to my own personal experience. I' m a rather new player to RP -- I have been playing on this sever on and off for about 1 year -- I get many caps but it doesn't help me RP any good. In fact I just sold some of my collection before the beta arrived. I feel that I using more time RP when I am in a snub or a trade ship than flying a cap.

That's what I am allways trying to do but most of the time I find myself in command of 3-4 faction that don't have anything else inRP to shoot, everyone eager to kill RNS and get a bluescreen. They are 90% uncontrolable when it's bout ganks and usually it ends up with a huge gank where the main deffenders (bretonians) must stand down. They also have some crappy ships that are meant to omggoforword that have no chance at fighting off ganks.
This is why I think that making their ships cheaper will increse their playerbase.
In snubs fights (which are most of the time inexistent or with around 10 judges on baf side) I try to join GRN side. When it's about capital ships, a bomber doesn't make any difference when fighting like 10 battleships, their cruiser is atrocious (sold it) and the valor is way too expensive just to log it for the sake of balancing sides.
To Joker: you can't atract new players to join a specific faction if they don't get any real benefits. IMG is such a big faction because of the need to make money. Also the topic isn't about attract RP players. You'll hardly see a new player joining just because this is a RP game.
Edit 2: when I am thinking of players joining GRN is about players that will fight in Leeds. There is no real way reviving a 300000 system empty house where you can't do anything.
Well, I've played discovery before so I'm not totally ignorant. But, personally, I was exceptionally hesitant to join Gallia simply because I think most of their ships are ugly. The Lynx looks like a stick with wings and the cougar is just a lynx with some bits attached. The Beam series of fighters/bombers are a bit better looking, but are ultimately just flat rectangular pancakes. Their gunboat also doesn't peak my interest. Only ships that look good for Gallia are the cruiser and the Valor. Finally I just decided to use the Raven's Talon since that actually looks nice, and is civi.
I'm sure I'm not alone in saying that when it comes to deciding what to be, what to fly, appearance matters a LOT. Sure there are people who'll fly anything if it's strong, but for me I'll only fly what I think looks cool, and so that narrows down my options a lot. Compared to a lot of fighter craft in the mod, the Gallic ones are really lacking, so I wouldn't fly them.
That's just my little input, doubt the faction would experience some magical revitalization just because you change the fighter models, but that was my personal reason for not wanting to join. If I didn't have a nice looking civi ship to use instead of the gallic ones, I would have joined something else like Zoners or the colonials.
I don't think attracting indies to a house will help much of anything, especially when it's a war-like house. Which is exactly what lowering ship prices of capitals will do. No, getting them into the official faction will actually get the area lively, as well as benefit the server and general roleplaying circumstances.
Gallia's navy faction had a "bit" of a turn over and may still be recovering from it, but they're holding steady. How could it be made more attractive? People will join a populated faction over a unpopulated one, though that can't really be fixed. Gallia is pretty damn huge but that isn't entirely a issue, either. What about their enemies, then? A navy is going to be doing a lot of fighting!
The council isn't really very healthy looking at all, though that is a given being that none of the other factions really are. Why be unlawful there when you could be unlawful in, I dunno, Liberty? On the flipside, though, their active, military enemies are actually extremely active: The Colonial, Bret navy and Liberty navy, though the latter just kinda hops into things from time to time, are all extremely active, top of the chart even! So much so that I think if the factions put their mind to it they could have organized battles several times a week, maybe even a day!
I don't think there is anything mechanically that needs to be done for them. What does need to be done for them, though, is some pushes and advertizing. Gallia could have a lot going on, even the attention of the majority of the server. If you want to fight a war you really ought to be in Gallia, Kusari has little hope of doing much and the other houses are on the noisy side as is. Push some spot light on them, making it very clear and obvious that organized events actually change up things, actively. Leeds alone took forever, so I can see it not being all that attractive to run. Step it up, put lots of chatter and news posts into the CR-BAF-LN coalition butting its head into the GRN and ships being on fire all over the place. Hype it. You'll get your numbers in due time.
Make the official factions very attractive to join and have some good 'ole war and military roleplaying. All the unofficial indies are just noise.
Better idea: Wait a bit until 4.87 actually takes off before judging Gallic activity. The storyline could create a greater interest in factions like the GRN without any persuasion or admin intervention needed.

Step 1: People make gallic fighrter and get ganked 10 to 1 then leave
Step 2 People make gallic Cap and die every time because both are tragic and then leave.
Gallic Activity 0 no matter of the story.
Last time when gallia was active the admins killed it with fire instead of helping the players.
As it was said already if one wants to bring more activity to Gallia then the Devs must offer something to the gallics like playable capital ships, not nerfed grand culverin gun, cheap ships, good noob starter routes within Gallia with starting point in Gallia, capable Ally may be? What if Kusari Exiles RP gets 180°ed and join their side? Or even Rheinland?
