That's right, so they dont engage until the opponent is trolled out of it, then they start shooting. If the enemy returns fire they go evasive again. If the enemy gets trolled out of it completely they just keep shooting.
Small LF should be used for things where firepower doesnt matter or where speed is more important than firepower. Civilian police duties (inspection of transports, not blowing them up), border patrol, scouting, interceptor, etc. Firepower is unnecessary for the roles. Any kind of high-damage weaponry at all is counter-productive. Small LFs should not even have mines.
A large LF, the size of an HF, is something else entirely. High agility with a large target area and very weak hull is pretty well self-balancing.
Small LF cannot be hit, its a troll ship if it has any weapons

Wait until you see them before you panic.
Although I do agree that the tiniest of LFs really shouldn't be getting more firepower. A Liberator flown well is pretty much invincible and can kill VHFs (and bombers) just fine.

Update 3, and the projectile effect on these guns are currently the same as their class 8 counterparts, but the plan is to update their effects in one of the following updates.
