As the devs mentioned sadly they does not offer unique ship option any more.
I guess your best bet is to find a faction to back you up. Restricted SRP-only ship could be ok since everyone with sufficient RP can get one.

There are the ship submissions requirements.
If you check the 4.87 credits you would notice that there are bunch of really good ship makers around. My personal advice is to contact Massdriver because based on my humble option he is the best from the modellers around.
However before doing that you should try to find out what exactly you want, considering that cruisers and battleships are off-limits as the devs said you can go for everything from LF up to GB. I suggest to do the ship background first- the reasons why the ship should be in-game, the backup-story, the factions involved, etc.

The Corsairs already have a "full" ship line - we would probably not accept a Corsair Carrier (or any other Battleship-level Corsair ship) unless there is a signficant request from Corsair players and leadership to forfeit the Osiris for an actual Corsair ship.

It may not have been properly announced as having been completed and/or formally submitted. The model lead at the time probably wasn't in the habit of chasing people down for their work.

Well, Thank You for informing me to the earlier statement that Corsairs have fill ship line.
I must disagree, they don't have: Destroyer, Carrier nor BattleCruiser vessel ...
But that being said, could You tell me what fraction would be needing such ship or what ship would be plausible to even discuss, specifically what class of ship would be agreeable ?

Two battleships, a cruiser and a gunboat kind of qualifies as a full shipline. Guess what, neither does the GRN have a Destroyer, Carrier or Battlecruiser, yet their shipline can be considered full. And believe me, they got way more inRP reasons to have more caps than Corsairs do.
I know I'm a bit late to the party with this, and might even be completely wrong with it, but wouldn't it also be illegal to pay someone to include something to a game they technically have no legal rights to? Microsoft still owns the Freelancer IP, and while the person creating the model would feel he is in his right to receive payment for such creation, Microsoft's legal team could slam him with lawsuits for making profit off their initial work. Just my two cents, and as I stated before I could be completely off with my statement. If I am wrong, my bad and disregard this entire post. If not, something to remember.
