Basic idea:
Remove the early split to increase lawful/unlawful/trader encounters.
Xenos would receive good access to two lanes.
Ontario JH is more dangerous to use for traders.
Move the star somewhere to the corner.

The main lawful encounter is the gate. Your changes do not really change that. I would also suggest removing the Ontario JH as such, or at least relocating it, say, behind NY JG. Otherwise it is used by traders a tad too often.

25K traffic bottleneck is way too short for unlawful activities. A trader can just thrust the full 25K while under fire by a bomber. Also, even a cheap scanner will spot a pirate or a Xeno sitting in the middle of the lane. It should be at least 60K, better 70K.
Currently, the shorter lane is 69K and the longer is 109K.

Bottlenect in Shikoku is pirate sided, since it's 35k to nearest dock spot. Common trader wouldn't survive that long. Also, it lacks lawfuls, that's why.

Piracy in Colorado would be bad. Traders with any moderate armor could thrust away.

I say no to this modification. Pirates already have enough advantage in this game and mod. In case you don't like Colorado the way it is, you may go and pirate elsewhere, Sirius Sector is huge enough.
