This might be an issue of misreading the intent of the info card.
I think the info card for Merc ID says something along the lines of: A merc IDed ship cannot pirate or trade regularly.
I believe the intent is: A merc IDed ship cannot pirate and a merc IDed ship cannot trade regularly.
I only try to point this out because I don't want anyone to make a mistake that could get them into trouble.
Merc ID is flexible to allow for any range of contracts a mercenary might underatake. They can pirate on contract, but they aren't allowed to just do it whenever, or all the time. Same with trading, assisting in smuggling or something similar, but they can't do it all the time. They aren't just unlawful bounty hunters.

A comma makes all the difference.
As it is now, the word "regular" is modifying both the word "trade" and the word "pirate". Adding a comma would change the meaning so that "regular" only applied to "trade", and "pirate" would be a total prohibition.
