I suggest adding and quoting the exact IDs the Xeno ID may not treat as a combat target. In other words:
Ageira Technologies, Deep Space Engineering, Universal Shipping, Interspace Commerce, Synth Foods, Cryer Pharmaceuticals, and Orbital Spa & Cruise.
I've flown with some Xeno indies in the last few days and constantly noticed that some of them do not know that, for example, OSC is a Liberty company, even though they do not own one single base within Liberty's core systems.
Bottom line. If you have an ID that allows people to attack and destroy transports without having to make a demand, please help potential players avoid sanctions by specifying the ones they cannot destroy without demanding cargo.

I think this could be solved by defining what category each factions falls into in the server rules. That way, each individual ID doesn't need to be edited - just one post - if there are changes.
People just need to read up on the Lore of the Faction they are playing. That would solve the problem. Indy Xenos, for the most part have no clue about the Xeno Movement, and just use the ID to Pirate or troll other players ingame. Maybe its the name....Xenos just sounds like a cool group of folks to be around ya know. I say let them get sanctioned if they do not know who or what they can shoot, and the information is as easy as looking on the forums for it, wiki, or post a question in the help section under....."Who can I shoot as a Xeno?"

I could very well imagine Xenos not being happy at all at those three factions not really working in Liberty anymore. Cryer especially I'd rather put as an "inter-house" faction, Synth Foods and OSC as well though.
Overall the question is, how the Xenos would handle those factions though.
Xeno's are disgruntled low income miners. Fallen through the cracks, they're begrudged and hate being replaced in their jobs by foreigners or robots.
Depending on the Xeno pilot's specific roleplay, he could hold any three of the Liberty Corps responsible as he wished. Once upon a time the XA held DSE) in favourable terms, then later on USI.
maybe some forum lancer where the liberty corps recognise that the xeno's actions PROTECT their profit lines, and they arrange some shipments on the sly, of consumer goods and pharmaceuticals, for example.
maybe the liberty corp ships could carry a 'care package' for the xenos whilst traversing xeno zoi: terrorist stops trader, trader says, oh hai, i have some stuffs for you, and hands over the goods. xeno says, gee thanks, and in future refrains from attacking liberty shipping.
however, the real issue is that there are so few non-liberty players, so the xenos have fewer trade corporations to prey upon.
