could I draw your attention to our previous reply, "is this pertaining to Le Havre Freeport"?
If not we need to know if this is a new proposed build.
With respect to location. It is true that annexing of an existing base is a potential however the site mentioned is problematic.
a) If the wreck is considered still a base it would still belong to GMS. Extensions to bases can only be carried out by the base owner at the time of extending the facilities.
b) If it is now not a base but a wreck then can I draw you to point 2 of the Base Regulations here.
Either way its current location is not within the permit regulations, consequently a relocation within that system is desirable to expedite the build.

I apologize for missing the first section of your transmission. Yes this pertains to changing the proposed location of Le Havre Freeport, as we have deemed Leeds an unsafe location for scrapping operations. The change order referred to in previous messages implied a change requested to our permit for Le Havre Freeport. We wish to build the scrapping operation in Languendoc instead.
In regards to Remoulins itself, the station has been abandoned for nearly 7 years. We have already been taking part in clean up, launching patrols from Lodeve, but that is merely and outposts, and lacks proper facilities to process that volume scrap. I think Remoulins can be safely considered a wreck. I doubt refurbishing would even be possible

thank you for confirming that this does pertain to Le Havre Freeport, it is always preferable to have a solid basis rather than an implied situation, especially when property is involved.
As you are the experts in salvage we will take your word that the base is currently nor a viable rebuild option. That does however indicate that the base extension annex regulations do not apply.
This means we need to consider point 2 of the Base Regulations, here.
To comply with the base needs to be well out of the way of existing trade lanes, 10 K is the recommended minimum with 15 K being the regulatory distance if planning defence platforms.
If these constraints are agreeable then we should be able to expedite the build.
