The theoretical scenario with trader and LN that the OP invokes here seems slightly different than the one in the sanction.
In the here mentioned scenario, if the LN is already fighting the unlawfuls in a very public place, like next to a lane, gate, or station, with lots of navy already knowing it, it is plausible that someone would have informed the navy char. If not another player, then the NPCs or station/lane/gate scanners. Or that the the navy char would have stumbled on him while doing normal lane patrols.
In the sanction it sounds as if the player spotted the zoner in an isolated location with his GMS ship where nobody else would have seen it. Now you could argue that the only way his RNS char could have known it if his own GMS char had told him. Since as far as I know the two are allies, it's not so far fetched to say that though. Its not as bad as "my cloaked nomad followed this cardismuggler from alpha and inadvertently and innocently told the navy his position in causal ***RP*** chit chat".

Ok, let's reverse it then. How would you feel if you are flying a fully loaded barge, you run into a harmless miner, five minutes later that miner logs, comes back in a Battleship and demands you to drop all your cargo? Does that sound fair? That Battleship should not have known of your existence and was using knowledge he could not have had to grief you.
How did I feel, when I was doing barge smuggling and a pirate IDed player came along, pirated me, then came back on a Rogue IFFed, Pirate IDed character (obviously having switched IDs), pirated me, then came with a lane Hacker gunboat, also with a Pirate ID, and pirated me again.
I felt like an idiot for letting myself get caught. Reporting someone for it? That would have only let people know that I allowed it to happen to me.

For example a foreign BS enters Omicron Alpha [Zoners do this quite frequently]
I detect this vessel with my outcast pirate train start roleplay, and tell him to leave, cause we don't want any foreign capitals in alpha.
The Player does not comply to my request. I tell him, i will report to the next military station, so that the navy can take care of the problem.
Then i dock at the nearest millitary station, undock again leave the sytem dock at the next base,
log to my capital, [mostly standby in omicron 81] come back with capital and continue rollplay regarding the report from my other character.

Most barge pilots have aquilons hugging them, so I doubt it'd be a problem.
Sounds hard to police under the best of circumstances, anyway.
