Regardless of whether or not gunboats are considered capital ships, Zoner ID only prohibits you from docking "cruisers and battleships" as well as "transports with more than 3600 cargo" in house space. Since gunboats fall under neither definition, it means you can dock a Zoner gunboat in house space just fine long as server rules are concerned.
I think the real confusion with the zonnis is the explorer, who is not a cruiser but depicted as a cruiser because it has enough power core and the needed hardpoints to mount cruiser grade weapons. This is a failed marketing, this vessel is supposed to dock in places that make sense to it. Each house has about 2/3 research stations, liberty has one in california, the brits have in cambridge, I think its fair to say that with the regards of this vessel, theres a confusion and it should be addressed.
Last minute edit : Server rules always mixture in-game rules, if the server rules said that it is not a cruiser, then I won't have to spend 20 minutes explaining it to every BAF I meet, Or fly 20clicks away and F1 because I cant dock it on cambridge Research station.
slight edit : might have typos im using my smartphone - or dumbphone.

The Corvo Deep Space Explorer is a Cruiser in terms of game mechanics, server rules, and ID rules. InRP, there is nothing wrong with being treated as a Cruiser. It's the price you pay for that ship.

Now that notion was always there, hence why it is treated as such. If people were taking it as it is, NOT a cruiser - but a research vessel, which I think thats what it was meant for, it would be completely different.
Maybe because people used to abuse it on pvp, or because it can mount cruiser weapons on them. I bet that if u remove those cruiser hardpoints, it will no longer be considered a cruiser - And, it doesn't make sense to call it a cruiser, its as small as gunboat. Anyway, allowing it to dock on "Research" stations is what I ask for, that is - every station that has "research station/faciliuty etc." title on it.
Its a cruiser in terms of game-mechanics and RP/server rules. If you want to use it as a research ship. Do the necessary RP with the local authorities and perhaps you can get it SRP'ed so it can dock on those stations. Nothing stopping you from trying now is there? If you want to make life easier. Use a different ship. A yacht perhaps?

You are right, but then why do we have this clash with the ship and the rules.
May I post the rather sensitive point that the Nephillim class Zoner Juggernaught is also Rp'ed as a civilian vessel, designed to act as a trans-system arcology/mobile colony platform for the expansion of edge world civilisation. By that reasoning alone, the Neph is undeserving of its status as the Tank of the Omicron Regions, and should be able to park its sizable parts at the Manhattan Mooring Fixture whenever the helmsman chooses to do so. However, by the purpose of shipclasses, the Neph is a battleship.
The Corvo is a generational vessel, possessed dearly by the Zoner families concerned and guarded near-excessively from the hands of abuse by untoward agencies (say, the house regions which the Zoners mistrust). If this became a regular occurance it is entirely possible that the house goverments would appropriate all the knowledge there is to know about the corvo, which would prove disingenuous to the situational niche the Zoners possess - how to live in spartan space.
Plus, well - the houses do not appreciate ships with equivalent munisive potential to cruisers or above of foreign origin transiting their regions without prior diplomatic discourse, for evident reasons.
Ontopic:
A Zoner can dock a gunboat in house space, but it's always courteous to notify the proper authorities before doing so, in the name of amicability. This is not a condition, of course, and according to ID you may do so, as prementioned.

There is no clash. You're trying to suggest there's an issue where there really isn't, simply because the infocard doesn't contain the word "Cruiser".

House laws, on the other hand, didn't.
That's probably where the confusion comes from.
this.
Not this.
Do you remember how capital ships weren't allowed to pirate at all? And how gunboats and Rorry's dudes / Jokers / etc. have always pirated like bosses in their gunboats?
