Or you could, I don't know, retreat to one of the two (2) Liberty Rogue bases in the New York system that already don't give a about whether or not you're leading the lawfuls there. It might go a bit better than leading them back to a base where the group in question is at least -trying- to look like they're not doing anything untoward in sight of the local House authorities.

I agree with the JM on this, to some extent; some ships pour out of Rochester just to pewpew with LN. Rochester is a smuggling target, a secret base, that should be hidden from lawful sight, a place for criminals to make shady deals, not a military outpost. Also, this is why leading law enforcement there is not too good.
Now, LN is camping it to keep an eye on the OC caps and others with similar behaviour. And the s*** rains down on Junkers for the actions of those individuals. Junkers are harassed and fined for it. When they ask not to do it, the answer is: "Why? We are good with Junkers" (meaning their rep and the ability to dock). If they can't see the mess they create, Junker officials have to take harsher measures. If they abuse their right of hospitality, they have to go.
On the other hand, FR5s should be carefully planned not to upset the unlawfuls either. Those who abuse the docking rights, should be contacted for explanation. If they do not really care about the mess they cause, well, they should not dock on Rochester, and action should be taken to make it happen.
Divine, I hope you can also see the harm these incidents cause for OCs, as well; with frequent LN visits, OC and other smugglers cannot deliver their cardamine to Rochester, interferring with your business (idea: cardamine shortage event?). I think OC officials should also contact the OC in question, and demand an explanation or cooperation from them.
To summarize, this problem has to be dealt with, that is getting more and more urgent. However, the officials have to carefully select who they are lockingout, and who they don't.

How do you remain unseen, if LN is patrolling/camping the base (not all the time, but much more often, perhaps in cloaked ships)? Should they use cloaked smuggler ships? I don't think that would be a good solution.
