That's the plan. We're putting a lot of depth into the background (much of which will be contained in rumors and news articles) so player fleets have a basis to work from. We're working to build an interesting setting with a lot of room for players to tell their own stories within the setting. There will be plenty of room to pick fights, though. Total war is on the horizon, and there's no telling what will set it off.
