B) With Congress's own active forum site, you can bet there is cohesion of intent long before any reply is written here, by any Congress member.

There isn't cohesion. I have been told by people in the Congress that people posting other than Gypsy are not reflective of the Congress's own opinons. If I am to understand correctly the Congress does not want a war. However some individuals are going around and spreading different ideas that are not reflective of the Congress's own ideas.
And this is not the first time this has happened. Before we've made comms to the Congress only for random Congressmen to waltz and start making statements that wouldn't normally be said by the Congress as a whole.
I'm not telling you your input doesn't count, I'm just telling you to listen to your high command the same way other factions do.
Also, I've been on the Congress forum. There's no discussion there.

5 out of 21 subforums on the Congress forum are public. There's a lot going on away from the eyes of metagamers.
That's news to me, hence why I assumed that no discussion was taking place.
If that's the case then, it really leaves a lot to be desired about the Congress's organizational structure. When dealing with this diplomatically, who's opinon am I really meant to be taking in? Does this mean I have to forget about diplomacy and reply to Ace's transmission?
I think the real question here is what does the Congress collectively want as a whole? War? Peace? Or something else?
