Diversification of OC lore can be achieved by creating subfactions(cardi smugglers, gammaraiders, nomad worshippers, etc)
Point is. People want to be a part of strong, active and official faction. Right now Outcasts have none.
I think that till the beginning of Autumn half of current OC factions will be completely abadoned and players who were involved in them will think twice before playing OC char again.
For example, Rheinland had AGS, uniting 2 different IDs: Unioner and LWB. You might not beilive, but that thing actually worked, despite all differences in lore, ZoI and allegiances.
Also a difference in diplomacy might be interesting. Say one of the factions to be closer to the Brigands, the other with the Rogues, the third would be some kind of fanatics with the Nomads. One of the factions to oppose the Nomads and so...
Edit: One of the factions focusing on relationships with unlawfuls in Liberty, Gallia. Another one filling the role of the BLS(close to the GC) and the third, nomad lovers.

Mmm and RHA is such a strong faction with fantastic RP, isn't it!? Epitome of Hessian lore right there.
You cannot say that they're not strong when you don't fly them and you haven't seen them in-game properly since they're public announcements.

Currently the 101st is still the only official outcast faction.
Im not sure whether creating multiple new factions will be positive or negative. Only time will tell.
