Yeah, something like that is fine. Just make sure to give them long enough to respond.
Saying that you're collecting a bounty is good enough on bounds of engagement RP.
Edit: It's preferred you did more, read below. Although you won't get in trouble with what you've proposed either.
Basically, if someone has got a bounty you want to provide some decent RP. I don't like being shot at by bunters if they're like "You have a bounty on your head, powering up weapons." I suggest have a brief conversation and then bring in the engagement notice. That way they won't mind that much if they've received some RP for their execution.
Several of the contracts offer a bonus if you tell the target who you're working for...and I imagine even the ones that don't wouldn't shy away from such a statement (save for the quasi-lawful ones, of course).

Cashew i agree fully, some rollplay before hand and maybe the reason for bounty on your head. I feel saying "This is (namee) collecting bounty on (target)" and opening fire is just a long way to just shout "Engaging" and blowing the poor oak to pieces, maybe bounty was put out for wrong reasons ext....so let he maybe state his case if possible. But thats just me.

It takes more than, "There's a bounty on your head. Engaging!"
Many do that and it's cheap. You might find that someone may pay you more to just go away. If it's a weaker opponent and they know it, RP a bit. They may just pay to be left alone rather than get destroyed and lose a load worth several million credits.

I know in the bounties I post, there's this or even if you can make a player say that they're sorry or something. It just seems though that people want the cheap and easy and would rather just shoot, shoot, shoot.

What about "attack on sight" and "may actively hunt" lines in IDs?

You still need to provide a few lines of role play prior to engaging the target

but i understand that we can discuss, ex: the pirate is obliged to ask some credits and the attacked to say no!
the 2 parties know very well why they are here!
more it is fun to surprise a pirate, they like it!
Not all bountis are criminal related an also depends on players ingame level of RP they want to give. Just saying give the situation to atleast go either way not just PEW PEW.
And some players not so into forum reading and wont sometimes be aware of bounies issued on them. Some good dialog back and forth is good to lead situation to different outcomes.
