This wan not an hard decision, all voices of the Imperial Council are of the same opinion.
In first place approving a request like this would implicate that Kusari is not capable of patrolling its core systems with own forces, dishonoring our proud house.
It is not a good start.
Fully operational Ageira Lane Security vessels were already spotted in Kusari space before the request take place.
Trade Lanes in Kusari space are property of Kusari State and does not belong to Ageira, which can not claim any rights.
Request by Ageira to patrol Trade Lanes in Kusari space is hereby denied.
The KNF and the KSP will keep our home safe and ensure Trade Lanes functionality.
Any Ageira vessel found in Kusari space attempting to inspect nearby ships and claiming any kind of rights are to be escorted out of Kusari space and encouraged not to come back.

First off, I would like to thank you for your fast response regarding this matter. As you may know, the Tau 31 and the the Chugoku Gate construction site outposts are a high priority to us. The shipping of our Gate/Lane Parts to these sites are essential for the completion of these great projects. Currently, we are in the process of creating a Trading Division branch of Ageira, which will be based out of Pueblo. Our main trade arteries run right through the heart of your capital and once this division is formed, escorts will be flying along with our trains. As you well know, the Tau systems are fraught with dangers, one of which is the Outcast base hidden dangerously close to the Tau 23 /31 Construction Site. Escorts are necessary for the protection of our goods.
Currently we have freelance traders running our goods to these bases (responsible for their own safety), but our new division will eliminate this.
As well, the Sigmas are an important part of our patrols to and from Rhineland space.
Rest assured, all vessels of ours will be hauling legal cargo and will stop for any inspections immediately. We WILL NOT be carrying any cargo that may be construed as "headed to aid the enemy" (light arms, military vehicles, etc.).
As head of a major corporation, I understand the value of good business, and in that interest I would be willing to discuss the possible licensing of our trains travelling through your territory with suitable compansation for the trouble. Military patrols take money- H-fuel, maintence, pilot salaries, etc. and the added burden of extra trains passing through needing to be scanned takes credits and time.
Additionally THE GUNSMITH, who now resides in Kusari space, is responsible for the outfitting of all our patrol ships.

Planet New Tokyo, an important meeting at the Imperial Concil is taking place, it's raining as most of the times.
Main argument of the meeting is a trade request from Synth Foods regarding optronics for personal use.

As soon as the Trading Branch of Ageira is formed and all the red tape has been gone through (hopefully in the next week or 2), I will meet with a representative of the KNF High Command to transfer 50 million credits per trading vessel to you for licensing. I will also discuss our trade routes to you in detail and brief my traders so that there will be no misunderstanding or deviation of the planned route on our part.
I assure you, all cargo will be of a non-military nature and will be secured and safely locked up in our holds.
If any Lane Security operative needs to go to THE GUNSMITH for outfitting, a member of the KSP or KNF will be PMed in-game stating our intentions before entering Kusari Space. If no officer is present, a message will be broadcast on open comms in New Tokyo stating our purpose there.
