Rule wise, it's fine. RP wise, it's kind of dumb. But yeah , I guess you could go do it with the intent to RP

But if you're going to act like a zoner capship pilot and go "herp derp lib lawfuls pls shoot my cap so that i can have a pew" then you're walking on a fine line. People have been sanctioned in the past for baiting such encounters.

To be honest the RM wouldn't enter NY for observation as that is the purview of their brothers/sisters in the Buro who are more tailored to that sort of duty. *shrug*
