I´ll just say last thing. You still consider jillies issue only from logic point of view. However, it´s political decision after all. And I guess that you already noticed in RL that in case of political decisions, logic is not necessarily the first tool used when the decision is taken

Logic is always used even in political decisions (at least IRL), else on what would you base your decisions? Seemingly illogical political decisions only look so because we may not know all the factors contributing into the decision, the preferences and mindset of those deciding, etc. There is always logic, only that sometimes we need to look a bit harder to find it. And I'm trying, but your way of thinking, "it is illogical because IRL things look illogical too", doesn't really help.
I believe it should be legal within Rheinland, because it's just a flower. The other thing is that other corporations wouldn't like it (like Synth Foods). Note that Blue Jillies are well-paid in Nagano, on the Spa and Cruise station.
Note that those things aren't Artifacts or Cardamine. Their, the Jillies, status is very similiar to the Synth Paste IMO or Kyushu Rice - the latter one being better example.
I believe bounties made by certain corporations against traders with Blue Jillies is enough for my taste, because, whilst not being contraband, it is also the very risky cargo in Sigmas and Kusari.
LWB is also Hogosha ally through Farmers Alliance. You can figure out the rest.

It is just obvious, on top of financing groups hostile to Rheinland, Artifacts and Cardamine are resources unreachable by Rheinland to exploit them, unlike Blue Jillies... or Blood Diamonds. But then again, Blood Diamonds are considered contraband.
On the last Rheinland Laws revision (not the current one), we voted on the legality of a number of "controversial" new commodities, including Blue Jillies. A clear majority voted to keep them legal.

So, Blood Diamonds are outlawed because Hessians have a monopoly at mining, refining and then getting rich from them while they actually have said monopoly only because of Blood Diamonds have been outlawed? What? Did the solution really create the problem? I already offered an other solution, seemingly not creating the issue it is meant to solve:

While LWB does not produce Jillies, farmers on Stuttgart do, who have like the highest chance in Sirius to join LWB because of Synth Foods, and what they are doing to Stuttgart, as well as the Rhein Govt., for letting Synth Foods do what they do. Solidarity towards these farmers and pride at traditional farming and real, healthy food, on the contrary to Synth products are the reasons "some" LWB-supporters wear it. It is "just a flower", feeling the effects of Synth Foods on Stuttgart, like the farmers do, like LWB does. But of course, it is "just a flower".
