Terrorists are political motivated - they ignore workers, transports and so on, they only handle with Police, Military.
Incorrect premise. The goal of a terrorist is to cause terror in a society in order to force it to comply with your agenda.
The idea is to strike at random in an act of asymmetrical warfare because, literally, you are one of us or you are the enemy.
There are no innocents, no bystanders. There are only supporters of the cause and targets.

Pirates can't get rid of their own competition.
Pirate rolls up to me at a lane. "Yep I'm pirating along side you now, you can't shoo me away hahaha."
That sucks.
Any Mod/Admin input on CDing snubs to keep pirates away without thread of recoil and enemy pirate on pirate territory disputes?

so 3 fighters pirate some lone fighter or bomber because they don't like seeing them on their turf or wondering about in neutral space but they can't do that because lolterroristid. or some group of bombers catch any lone capital ships asking them to pay for their life, but noo, lolterroristid. ok. good one guys. bigger joke is, you can't "pirate" someone who is hostile to your pirate character/group because they attempted to fight against them in the past. So for example I can't stalk some FL ID Gunboat for revenge to make the guy think otherwise and pay them for apolosing, who is in the independant worlds and revenge because of them being a bounty hunter...

What's about the change, wouldn't say it's bad. Give me Terrorist ID then and you will see if we used Pirate ID fully as a terrorist one.
And I'm interesting to hear the answers to Veygaar's questions to avoid some unforeseen moments.
To be honest there'll be lots of piracy, thus there will be lots of fire, so there will still be lots of murders. That means neither LPI, nor any lawful ship in Liberty will be safe.
Edit: What happens when LPI comes and starts demands on pirates knowing full well that these will never be met? Like this "YOu're under arrest, drop your weapons and hands up! Either you pay the fine or head to prison with us".
If in the old Pirate ID, demanding navies/polices to pay some cash was an abuse. Why can't we count that "arresting" part from navies/police as an abuse?
Just don't start "It's their roleplay", so was pirate's "roleplay" to get cash from any flying objects.
The change was made to the Pirate ID in order to avoid the OORP scenario of a pirate placing a demand on a Navy/Police player, knowing full well he wouldn't pay just to get around the ID restriction and have his pvp. I know there are some who feel that this is perfectly inRP, but frankly, we disagree. I would even go so far as to say that if a Navy/Police player did pay the demand, then he was acting OORP as well, in order to avoid pvp.
Any resulting OORP occurrences that may result from this change, in our minds, are far more favorable than the ones we have had to endure with the way things were before. No rules will be changed to accommodate this edit to the Pirate ID.
As far as Navy/Police making demands on Pirates? Well, I certainly hope so, since that is their role. It is to be expected that they would behave like that, protecting traders from pirates.
There will be no Terrorist ID, and if pirates didn't act like terrorists, this change would never have happened. So, instead of pissing on us Admins, go piss on the players that forced us to make this change in the first place.
