That could be one, however it's a tad complex, and doesn't account for Junker piracy. Quasilawful does include UC, Hogosha, AI, and Zoner non-trade ships, though. To simplify, Corporate IDs could be given their own category (thus having Lawful, Quasilawful, Unlawful, and Corporate), but that would require most other IDs to be edited. That aside, it would then be cut down to this

Basically what Alley said, GRNraptor's edit is by all means fine, except for the harassment issue that can still be done, leaving the Pirate IDed ship with no way to react within the server rules against it.

and use the trade ship definition which is used for rule 3.4.
An LN ID'd transport hauling commodities is technically trading, which would be allowed, whereas making demands on a battleship would not.

As for the harrassment issue, maybe amend the rules to make obvious harrassment, like has been exampled in this thread, a grounds for self defense? In the same way as excessive CD'ing, trading batts and bots etc is already.

My suggestion was to resolve problem with AFFILIATION, because gray player doesn't understand what affiliation means. I mean, what is AFFILIATION? IFF? So, Pirate ID can defend Freelancer traders, because of the very same IFF they have? I mean, what? And Pirate ID with Outcast IFF? If I wanted that, I'd pick up freakin' Outcast.
Pirate ID players should be either underdogs for unlawful and quasi-lawful factions, more shady than Freelancers sniffing for a bounty. Or, more likely - I pick up here a real Japanese example - an assassin or bandit acting as a monk.
How about introduce lawyer faction or [Angels of law],so they can provide legal help
every time pirat had encounter with someone?
Or maybe RL legal office with RL lawyers so we can play the game safely?
One lawyer for every pirate-new disco moto for 2015!

Pirate ID was made for the people who do not want to work for anyone, but for themselves. It offers field to build up your roleplay - you can do more with that ID, it's more easy to bend into your style. Being a low-life? Sure. Simple thug? Sure. Drug addict? Got it. Noble pirate? Why not. Bloodthirsty unloyal swine? As well.
Removing ID won't solve a thing here, that's the problem. In universe so big there wouldn't be just "official house pirates", also, I don't pick house unlawfuls for one sole reason:

Pirate ID doesn't give ZOI boundaries, in exchange for lack of access to the tech. And the fact not all unlawfuls like you.

OH SORRY. Haven't seen that "and ship with mining equipment" thing. Blame my bad sight. I though it was freighter/transport with mining equipment.
And no, such rule was opposed (what you proposed here is literally the first change that was made on this topic) because creates a loophole, because rulewise you aren't able to hunt down certain (non-military, etc.) factions that doesn't use freighters nowadays. Or trader's escorts.
And why should I sign on the BB to be able to shoot at Hogosha or Corse?
