Ok they threw us a bone. Good move by GRN raptor, I'm all for compromise, and being specific about who they don't want you attacking as a pirate on the ID itself seems to narrow down the problematic areas. At least you can still place demands on snubs/gb's of non police/military/BHG, which means most escorts are back to being fair game.

Scouts, escorts, concurrency, or just a random naval a-hole in a light fighter following you and commentating every sneeze of yours over system chat. While a pirate's aim are the "fat, juicy, milkable transports", taking out these not necessarily "fat, juicy, milkable transports" can also significantly help milking those "fat, juicy, milkable transports". So why shouldn't these be viable targets for pirates as well?
Hey hey hey, ID doesn't say you can't engage it in self-defence. If you pirate a transport and there's a fighter, it will give you ultimatum, then attack you. It is logical it -will- initiate combat, if you are threatening client.
Wow, nice one, you managed to counter one of the four examples I brought, but, you know, competition and/or "volunteer beacons" does not need an engagement to deprive a pirate of it's source of income. So how about those?
In regard to the problem with "what exacly affiliation means in Pirate ID":

Doesn't really make any sense. Pirate ID is too generic to have a specific ally such as Junkers, furthermore Junkers aren't always too fond of independent pirates.
We really don't need to allow it to ally with any unlawful ID, or else it'll become what the Freelancer ID currently is (being allowed to jump into any pew).

If money is such an issue for you, why don't you try ask your friends if anyone feels like donating to the cause? There are plenty of people around who may as well "spit" on friend's SRP.
I don't even know why the hell the Core ID costs so much anyway. Why ever that may be, I wouldn't use it as substance for your argument as it's probably an oversight.

Question to admins: Unione Corse and Hogosha are both bounty hunting factions, to some extent, as in their lore and as defined/allowed by their ID. Now honestly, I don't mind either way if they're included in the second line or not, as one could make arguments for not including even the BHG, but it'd make sense to have similar groups on the same level.
Additionally, what about non-House military? Will we let Pirate IDs make demands on CR Nyxes, and Coalition Gunboats? Then there's Reapers of Sirius, GMG Paramilitary, Guild Core, and Artificial Intelligence.
I know it's hard to come up with a good definition or set of terms for that clause. I'll give it a shot, though

That could be one, however it's a tad complex, and doesn't account for Junker piracy. Quasilawful does include UC, Hogosha, AI, and Zoner non-trade ships, though. To simplify, Corporate IDs could be given their own category (thus having Lawful, Quasilawful, Unlawful, and Corporate), but that would require most other IDs to be edited. That aside, it would then be cut down to this

Why not just "Can only demand cargo and credits from Freighters, Transports and ships with mining equipment mounted." or something?
Why should pirates be able to pirate a BHG Core Mako but not a Coalition Insurgent? Just keep it simple - they're petty criminals going after easy prey, regardless of affiliation.

Why are we pre-defining player's RP again? A Pirate ID'd player can have any range of styles and RP. Some "petty" some, perhaps, much bigger than that.
