HF should be shooting Junkers already, but their ID prevents them from doing so. They used to be able to, but their IDs were overly nerfed.

Well, when i read their Lore, i dont see why they should do that, sorry. I dont say they have to like us, but shoot us... well, no reason to do so.

Echo isn't HF leader. In fact Echo isn't even in HF HC.
Also, HF weren't neutral with Junkers, HF just had a very limited ID that allowed engagement of 6 other IDs and those IDs only. Ever since I've been in HF (which is since 4.85) HF is hostile to Junkers.
EDIT: Also, you are asking that server development will be done by PoB locations. I should remind you that unlike normal bases, PoBs aren't a constant. Lets say that the field stays as is, and tomorrow Saltese is destroyed by a fleet of Marduks, a server development was halted for a non-constant object.
