Military? BAF ID or IFF? I'm sure about it, in the Codex this is the only case where there can be no warnings, but as you pointed how it is written is confusing.
Updated, thanks.
I have a thought to consider. Is there justification for the very high fines.
What I mean before folk get hot towards me is, pirates are exspected to not charge more then 2 million, and I can see that many of the fines are fare more than that. It may cut down on your criminals to RP with.
Now if you ooRP want them gone well good job those laws would have me obeying. Just a thought.

Good laws, high prices.
I agree, those'll drive everyone away from Kusari. The only time you'll get any hostiles is when they decide to all gang up and go on a raid. And that won't be much fun for Kusari.
Of course, I am utterly shocked I don't see niobium on that list. It needs to be added, like yesterday. And the list should be expanded to all traders heading out of Kusari to anywhere. The AFA already hate them, it would make sense the government would follow along with that type of thinking.
At least then Kusari would have someone to take out. Because the only people in Kusari would be the traders doing that one route.
Well, besides the very bored military and police.
I do feel I must add that I have an unnatural hatred for Kusari, not because of anything in this mod, but because of something that happened awhile ago. But I do think even looking past that this'll reduce the people that go near Kusari completely.
Hmm, where have I come? Why does it seem so familiar to this one?
A system of licenses for Diamonds/Niobium is already planned and ready but due to impact it will have on game balancements I though it was better to ask an admin opinion also before publication. Ehm..*Cough*...Hood?...*Cough*

Licenses? Boring.
Make it illegal. You'd get to have some fun, and do the server a favor at the same time.

Yup, you probably see me and Takata (sometimes).
But, we'r no longer official I guess. I was trying to find the right person to re-make the BDS, or make a new hogosha faction, but for now it's not really working.
If someone decides to take that step, please contact me via PM, I could probably help you a lot with the story and development.
If not, I am thinking about doing it myself, but not before 4.85 version.
I am simply amazed that no one wants to play as Hogosha:(

niobium - diamonds is a legal tradetroute. - any attempts to turn it illegal are ooRP and, frankly speaking silly. the reason to do that is to get rid of ooRP traders maybe, but there is no RP base to limit trade of those items.
in RP, this traderoute is a main backbone of the kusari economy between two houses that are politicly close to each other. taxes and licenses would be included in the pricing allready anyway - so attempts to add a toll to it or other stuff wont work. they are not dangerous materials like plutonium and cannot be used to craft weapons and or warmaterial that may turn against one another.
so - if you wish to limit the trade of those materials - pirate the traders, its the only valid method when you stick to RP. niobium is used in shipbuilding in rheinland - and rheinland supports kusari, diamonds are used for optronics and jewelry in kusari. so it benefits kusaris economy, too - cause they export optronics.
i d not try to limit something that is heavily used, just cause its heavily used. limitations must be based on a good RP reason why its limited. - even turning a blind eye on a pirate that is pirating the traders there is ooRP in some sort, even if the player sometimes wishes to do it - but its not in character... a kusari char aswell as a rheinland char would try everything to support that trade rather than limit it.
other than that - i like the approach on these laws. and the status of the KNF is much more appropriate than in other houses. that means they represent a strong and maybe most powerful BRANCH of the KNF, but not the emperor itself.
so there actually IS a backdoor for good RP for independents for each shipclass, in contrast to rheinland that has closed all options for certain ships for non RM members.
